Center of Administration
Overview:
Aveshka, DBA Softtek Government Solutions (SGS) is seeking an experienced and dynamic leader to oversee strategy and oversight over a portfolio of projects within the HHS Administration for Strategic Preparedness and Response (ASPR). ASPR leads the nation's medical and public health preparedness for, response to, and recovery from disasters and other public health emergencies. ASPR collaborates with hospitals, healthcare coalitions, biotech firms, community members, state, local, tribal, and territorial governments, and other partners across the country to improve readiness and response capabilities.
This individual will serve as the primary interface with the Contract Administrator, CO, COR, technical monitors, and subcontractors. They will lead a multi-disciplinary team within the Center for Administration tasked with maintaining the day-to-day operations of ASPR, including finance, acquisitions, IT, HR, and facilities management. They will provide the planning, direction, coordination, and control necessary to accomplish all work requirements; and manage and oversee all activities performed by contractor personnel, including subcontractors, to satisfy the contract requirements.
This individual is accountable to the Center's Senior Leadership to provide planning, advice, and guidance on optimizing performance of resources and capabilities. They will be the voice of the customer to Softtek Government Solutions and work with the client to understand, prioritize, and communicate their mission support needs.
Responsibilities:
Develop and manage comprehensive project plans, timelines, budgets, resource allocation, and risk assessments to ensure quality, on-time deliverables and risk mitigation.
Serve as the technical point of contact with the Government. Utilize expert communication skills to direct technical resources and report on overall program performance, resolving complex problems to ensure successful execution.
Strong ability to make well-informed, objective decisions with understanding of implications. Able to commit to actions, including through uncertainty, to achieve goals.
Lead, and coach/mentor staff personnel including subcontractors.
Manage hiring, professional development, and issue resolutions for the program.
Collaborate with and foster positive working relationships with clients and team members.
Ensure that the project is executed in accordance with technical specifications, industry standards, and regulatory requirements.
Prepare monthly status reports, schedule meetings, keep records and minutes, and prepare after-action reports in support of project reviews.
Qualifications:
Bachelor's degree in a related field
Seven plus (7+) years' experience supervising teams and leading projects
Experience with ASPR, CDC, or FEMA program/project management
Experience with operations
Must be able to work client site 3 days/week
Strong strategic thinking and analytical skills
Attention to detail
Ability to balance competing priorities and exhibit flexibility based on changing client needs
U.S. Citizenship
Must complete a background investigation
Preferred:
Master's degree or higher
Certified Project Management Professional (PMP)
National Incident Management System Training or other Emergency Management Institute training courses
