GENERAL DESCRIPTION

The Director, Export Compliance, is responsible for all aspects of Illinois Institute of Technology's export compliance program, a university-wide program for export control matters, including adherence to and compliance with federal laws that govern how technology, technical data, technical assistance, and items or materials are physically or electronically exported, shipped, transmitted, transferred, or shared from the U.S. to foreign countries, persons or entities.

Specifically, this role oversees and manages the university's compliance with U.S. export control laws, including International Traffic Arms Regulations (ITAR), the Export Administration Regulations (EAR) and Foreign Assets Control regulations (FACR), and other relevant regulations governing the export of goods, services and technologies. The Director will work closely with faculty, administrators and others to ensure that all export activities related to the university, including international engagements, align with applicable legal and regulatory requirements.

The salary for this role is $115,000and is commensurate with experience

Qualifications

Education & Experience
Bachelor's degree in a STEM or STEM related field. Master's degree preferred in a STEM or STEM related field or a JD with relevant experience.
Minimum 5 years' experience in the field of export controls.
Working knowledge of U.S. trade controls and export control laws and regulations as defined by the Department of Commerce (EAR), Department of State (ITAR) and Department of the Treasury (OFAC) as they apply to an institution of higher education.
Experience with international research collaborations and technology transfer processes.
Familiarity with federal funding agencies and their export control requirements preferred.

Knowledge & Skills
Possess subject matter expertise on a broad range of export control compliance matters.
Demonstrate the ability to work collaboratively with other university departments, such as Sponsored Programs, Technology Management and Licensing, Office of General Counsel, Procurement, Office of the Provost, and Global Affairs, to ensure coordinated and comprehensive export control compliance, and to support the university's strategic vision.
Demonstrate the ability to design, implement, update and maintain comprehensive export control policies and procedures in compliance with applicable federal regulations.

Certifications and Licenses

Key Responsibilities

Key Responsibility
Serve as designated export control officer for the university and act as the primary contact for internal and external inquiries regarding export control and compliance issues. Serve as the university's liaison with funding agencies, foreign governments, and industry partners regarding export control matters.
Create, submit, coordinate, and maintain records related to export license applications, technology control and operational security plans, and other export control compliance issues. Monitor restricted projects and ensure compliance with university measures. Coordinate compliance efforts with other university departments and support the development of short and long-term strategies for export compliance initiatives.
Assess research projects, proposals, contracts, and other agreements for export control applicability. Conduct reviews, investigations and audits to ensure adherence to applicable regulations and internal policies.

Key Responsibility
Design, implement and maintain comprehensive export control compliance training programs to promote awareness and foster a culture of compliance. Disseminate critical information and develop educational resources to raise awareness concerning export control issues within the university community.
Work with faculty and staff to identify, classify and license controlled technologies and research materials.
Conduct risk assessments and develop strategies to mitigate potential compliance issues related to export controls in research and international collaborations. Perform restricted party screenings, and assist in the assessment and investigation of foreign activities involving university employees.
Provide guidance on the implications of export control laws for international collaborations, partnerships and contracts, including ensuring that appropriate measures are in place to prevent unauthorized access to controlled information or materials.
Ensure that all export control compliance documentation is accurate, complete and in accordance with university policies and federal regulations.
Prepare and submit required reports to federal agencies and institutional stakeholders regarding export control compliance activities.
Maintain up-to-date records of all compliance activities, licenses and training programs.
May perform other duties as assigned.
