POSITION PURPOSE
The Sr. Director of Security and Enforcement is responsible for coordinating and managing the organization's security initiatives, emergency protocols and preparedness for Indygo properties, employees and passengers. The role is responsible for the security audits associated with Federal Transit Administration (FTA) compliance and National Transit Department (NTD) security reporting. The position will also manage the vendor contract for hired security services.

- Develops and oversees strategies, goals, policies, standards, procedures, staffing, compliance, and daily operations for the Security Department.
- Serves as the Security Executive Coordinator, facilitating liaising with regulatory agencies, Transportation Security Administration (TSA), FTA, Department of Homeland Security (DHS), Federal Aviation Administration (FAA), Federal Emergency Management Agency (FEMA), contract law enforcement, and contract security.
- Oversees agency security compliance and identifies opportunities for improvements and/or efficiencies; develops and implements change initiatives.
- Comprehensive knowledge of capital projects and Crime Prevention Through Environmental Design (CPTED) implementation.
- Serves as program manager of IndyGo's Sensitive Security Information (SSI) function and the agency archivist for SSI material.
- Ability to effectively communicate with the union workforce to improve relationships with bargaining membership and the community for security awareness.
- Ability to make appropriate decisions surrounding crisis management plans for emergency situations such as active shooter scenarios, natural disasters, and major disruptions.
- Ability to monitor grant opportunities to support the department.
- Develops annual budget recommendations for the operations department.
- Manage expenditures to comply with the approved budget.
- Ability to provide guidance to the organization's leadership in establishing priorities and determining needs for new and ongoing emergency response, security programs, and initiatives.
- Build and maintain relationships with local law enforcement agencies, transit operators, and other relevant stakeholders to share information and coordinate security efforts.
- Oversee all security aspects of the organization, monitor external threats, and maintain relationships with local law enforcement, contracted security officers, and emergency services to ensure the safety of employees and properties.
- Leads, attends, and/or participates in various professional groups, boards, and committees, staying current on new trends and innovations in assigned functional areas.
- Plan, coordinate and conduct security drills for the organization.
- Conducts Threat and Vulnerability Assessments (TVAs) and penetration testing; develops mitigation strategies for threats posed by terrorism and other vulnerabilities, ensuring IndyGo's TVAs are up to date.
- Develops policies and procedures to support IndyGo's physical security, including overseeing video surveillance, equipment, and access controls.
- Ability to establish and maintain cooperative working relationships with leadership to develop and manage fare inspection strategies for all BRT routes.
- Oversee and manage the activities of the Social Services Coordinator, ensuring alignment with agency priorities while supporting vulnerable riders.
- Manages vendor contracts for alarms, doors, and gate security.
- Co-leads the organization's safety and security committee and coordinates committee meetings.
- Assists in maintaining the System Safety Program Plan (SSPP), auditing and updating the program as needed.
- Oversee the selection, implementation, and maintenance of security technology such as surveillance. Provide leadership and guidance to the security and life safety team, fostering a culture of collaboration, accountability, and continuous improvement.

EDUCATION AND/OR EXPERIENCE
To perform this job successfully, an individual must have the following education and/or experience to demonstrate possession of the required knowledge, skills, and abilities.
- Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in criminal justice or a related field, experience developing and managing security programs for a public or private sector organization, including experience in physical security, and demonstrated managerial experience.
- 6+ years of law enforcement/public safety is preferred.
- A valid Indiana driver's license is required.
- Possession of active Transit Safety and Security Program (TSSP) certification, Certified Information Systems Security Professional (CISSP) and Certified Information Security Manager (CISM) certification is preferred.
- A certification in ASIS Certified Protection Professional (CPPC) is highly preferred.
