ANTICIPATED HIRING RANGE: $82,000 - $90,633 annually, dependent upon qualifications,

plus a comprehensive benefits package to include membership in the Arizona State Retirement System.

Under limited direction, oversees the general and grant-funded Clinical Services Division of Cochise County Health & Social Services (CCHSS);administers and monitors following programs: Adult and Child Immunizations, TB, STD, Women's and Adolescent Reproductive Health, Childcare Consulting, and others as assigned; provides leadership and coordination for all program activities of the Clinical Services Division, both within CCHSS and in the community; performs related duties as assigned.

Essential Functions

TYPICAL DUTIES:(Illustrative Only) Responsible for the management and provision of medical services to the citizens of Cochise County. Oversees and administers all aspects of clinical care within the Clinical Services Division and manages staff. Responsible for ensuring policies and procedures are up to date, ensures the creation of new policies and procedures as identified. Ensures aspects of clinical medical services are in compliance with all laws, regulations and guidelines.

Personnel Management: Oversees all aspects of personnel management to include but not limited to hiring, discipline, counseling and evaluating and providing guidance and supervision; ensures employees follow county policies and practices and those set forth by the Arizona Board of Nursing.

Budget and Contracts: Responsible for all contracts, inter-governmental agreements (IGAs), Memorandums of Understanding (MOU), and overseeing grant fund budgets for the Clinical Services and Community Health programs; ensures contractual obligations are fulfilled for all funding sources to include but not limited to the timely submission of required documentation; seeks funding opportunities aligned with the mission of the division.

Program Development: Responsible for annual review and update of Policies, Procedures and Standing Orders; ensures revisions are performed as needed, appropriate staff is notified, and updates are acknowledged; establishes and maintains quality working relationships with employees and stakeholders; performs statistical analysis of all Clinical Services programs and proactively engages in continuous improvement.

Quality Assurance: Responsible for the development of a quality assurance program to include an ongoing comprehensive evaluation of public health care services provided by the county; communicates performance standards and objectives to all staff and ensures understanding of action required for achievement.

Clinic Compliance: Responsible for all aspects of ensuring that CCHSS Public Health Clinics are operated in compliance with the laws of Arizona and the County policies; ensures the Health Director is informed of all operational irregularities and works closely with the Medical Director to ensure all standing orders are up-to-date and clinical irregularities are addressed.

Minimum Qualifications

A Bachelor's Degree in Nursing from a regionally accredited institution of higher learning recognized by the US Department of Education; possess and maintain a license in good standing as a Registered Nurse (RN) issued by the Arizona State Board of Nursing; three (3) years of progressively responsible supervisory experience in Medical management. Must possess current CPR certification or obtain prior to beginning employment; must possess and maintain a valid Arizona driver's license and the ability to be covered by county insurance. Must possess or have the ability to obtain a Level I Fingerprint Clearance Card.

An equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved may be considered.

PREFERRED QUALIFICATIONS: Preference may be given to individuals with Medical Clinic management experience in a Public Health setting.

Preference given to applicant who is bilingual in English and Spanish.

  • provide leadership to maintain positive and collegial working relationship with all nursing staff and assists nursing staff with all tasks and responsibilities as needed;

  • act quickly and calmly with proper judgments in emergency situations;
  • solve practical problems and deal with a variety of situations;
  • negotiate, use problem-solving and decision-making skills;
  • communicate proactively and clearly with department and division staff;
  • conduct population needs assessments;
  • read, write, and speak English;
  • facilitate meetings.


WORK ENVIRONMENT: Work is primarily performed under limited supervision. Incumbent generally performs work in a typical office or clinical setting with with appropriate climate controls and includes possible exposure to needles and blood borne pathogens. Work may be performed outdoors in a variety of climatic conditions. Travel required.

PHYSICAL REQUIREMENTS:
Essential functions of this position require: lifting, manual dexterity, large motor skills, ability to communicate.

Medium work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body; involves sitting only occasionally, walking and standing are required regularly, incumbents may be required to kneel, crouch/squat, crawl, climb, stoop, turn/twist, balance, reach, or handle.

Mental Application: Utilizes memory for details, verbal instructions, emotional stability, critical thinking, adaptability and creative problem-solving skills are important.
