POSITION: Budget Officer
REQUIREMENTS:
Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Nine (9) years of professional experience in the development, evaluation, analysis, and revision of budgetary control systems and in budget preparation and presentation, two (2) of which shall have been in a supervisory capacity.
OR
Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience, two (2) of which shall have been in a supervisory capacity.
OR
Possession of a master's degree in either Public Administration, Business Administration, Government, Political Science, Economics, Industrial Engineering, or Industrial Management; and four (4) years of the above-mentioned professional experience, two (2) of which shall have been in a supervisory capacity.

EXAMPLES OF WORK:
- Supervises and evaluates the works of budget staff engaged in various budget related activities.
- Development of the district annual budget and submitting to DOE.
- Responsible for all related budget preparation documents.
- Provide overall leadership, direction, technical advice, assistance, and coordinates activities of personnel responsible for formulation, monitoring and presentation of the budget.
- Presents annual budget for the purpose of communicating information, gaining feedback, and ensuring adherence to established internal control.
- Assist Business Administrator in the Budget Public Hearing.
- Review, analyze, recommend, implement resource allocations and budget requirements for the execution of the approved operating budget.
- Evaluate expenditure patterns to assure all critical needs are met and the budget is balanced.
- Establish budgetary control procedure for JCPS on forecasted financial requirements and availability of funds.
- Review budget requests and make recommendations and submit them to the Business Administrator for approval.
- Responds to a wide variety of inquiries of district personnel regarding accounting guidelines, expenditure status, grant guidelines, etc. for the purpose of resolving problems, providing information, and/or referring to appropriate personnel.
- Prepare fund balance projection.
- Monitor budget allocations, expenditures, fund balances, and related financial activities for the purpose of ensuring that all locations are accurate, revenues are recorded, expenses are within budget limits, and/or fiscal practices are followed.
- Analyze accounting and budget reports in order to evaluate budget related fiscal data.
- Understands and interprets accounting/budget records to identify trends and problem areas in JCPS expenditures.
- Review and monitor actual revenues and expenditures to ensure no line item is over expended.
- Analyze program and accounting/budgeting details to identify and apply significant data in preparing budget projections, estimates, and reports.
- Present facts and recommendations regarding budget in a clear, concise, logical manner orally and in writing.
- Assist external auditors, DOE auditors, and grant representatives for the purpose of providing information, general support, and risk assessment of district operations.
- Facilitates budget meetings and workshops for the purpose of identifying issues, developing recommendations, supporting other staff and serving as district representatives.
- Review and approve action forms to ensure that funds are available.
- Review and approve budget transfers to ensure that it is within the 10% limit.
- Monitor position control roster to ensure that all approved positions are budgeted.
- Responsible for oversight of all grant management activities.
