Job Description Summary
The Director is responsible for leading and managing the Office of Research and Sponsored Programs (ORSP), including the creation, revision, and implementation of processes and procedures needed for a vital research infrastructure at ULV. The position proactively supports faculty and staff by identifying external funding opportunities, providing feedback to create compelling proposals, ensuring timely submission of proposal, and assisting in the management of funded projects.

Specific Duties
PROPOSAL DEVELOPMENT AND MANAGEMENT
Guides faculty through the proposal development process, ensuring alignment with funding agency guidelines and university priorities. This includes: editing proposals to ensure clarity, precision, and competitiveness; assistance in preparing budgets in accordance with university policies and funding agency requirements; and shepherding proposals through institutional review and approval processes.
Serves as the designated authorized university official for sponsored projects and submits proposals through grants.gov or other funding agency procedures.

COMPLIANCE AND REPORTING
- Interprets and implements federal, state, and sponsor regulations governing grants and contracts;
- Ensures timely submission of progress reports, financial reports, and other deliverables as required by funding agencies;
- Conducts audits and assessments to ensure compliance with grant terms and university policies;
- Creates and maintains, as appropriate, institutional grants database;
- Maintains a central repository of past successful and unsuccessful proposals for reference and statistical purposes.
- Attends and represents ORSP at IACUC and IRB meetings

COMMUNICATION AND LIAISON
- Proactively identifies and shares information on external funding opportunities in a manner that is accessible, timely, and useful for faculty and staff;
- Serves as a liaison between principal investigators, university administration, and funding agencies throughout the project lifecycle;
- Facilitates communication and collaboration among project team members and stakeholders;
- Monitors project milestones and deliverables to ensure timely completion and achievement of project objectives;
- Collaborates with Budget Office with all audit requests, A-133 and Uniform Guidance compliance requests. Collaborates with the Office of Government Relations, Office of Financial and Business Services, University Advancement, and Office of the Provost to ensure successful cross-coordination for grant submissions, and post award management;
- Liaises with outside consultants and vendors for ULV's indirect cost rate; grantwriting consultants; miscellaneous vendors and professional associations;
- Directs the sourcing and use of all grants-related technology including new software, and coordinates installation with OiT, ensuring fit for purpose and return on investment.

Job Description Summary

Minimum Qualifications
- Master's degree in a research-relevant field
- 4 years of experience with research administration
- 4 years of experience with financial management
- 4 years of experience with project management
- 4 years of experience with grantadministration or research administration, preferably in a university setting, including proposal development, contract negotiation, and compliance oversight
- Strong understanding of federal grants and awards system and relevant federal regulatory agencies
- Comprehensive working knowledge of pre-award and post-award research administration, including but not limited to proposal development and submission, award acceptance, award oversight, billing, and the award closeout process.
- Understanding of electronic research administration portals such as Grants.gov, NSF Fastlane
- Understanding of compliance regulations involving conflict of interest, property, equipment, travel and human subjects
- Proficiency in grant management systems, databases, and software applications used in sponsored research administration
- Evidence of budget and fiscal experience and accountability
- Evidence of ability to work within a complex organization on initiatives involving individuals, groups, and cross-unit collaborations
- Commitment to upholding ethical standards and promoting a culture of compliance and integrity
- Demonstrated effective communication, interpersonal, and organizational skills
Preferred Qualifications
- Doctoral degree in research-relevant field.
- CRA certification (certification in research administration) or MS in Research Administration
- 7 years of grant or research administration experience in a university setting
- Membership in a research management organization (NORDP, NCURA, SRAI, etc.)
- Knowledge of California state and local funding opportunities and regulations
