SUMMARY
The AFS Program Manager has overall responsibility for Auxiliary Fuel System projects that include kit manufacturing and aircraft installation. The Program Manager is the focal point for the program and is the primary customer interface; he or she is accountable for company compliance to the Statement of Work (SOW) and insuring both the customer and the company adhere to the contractual requirements. The Program Manager monitors and manages the schedule, budget, labor, overtime, and material costs under minimal supervision to deliver predictive financial, period of performance and delivered quality results.

SUMMARY

The Program Manager monitors and manages the schedule, budget, labor, overtime, and material costs under minimal supervision to deliver predictive financial, period of performance and delivered quality results.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Assisting the Sales Department by providing schedule, cost, resource, and risk projections for proposals
- Act as Contract and Post Contract Sales interface for duration of program.
- Assist in developing AFS modification SOW and/or specifications; provide fact-based input during bids and proposals.
- Responsible for Day-to-Day Contract management of AFS programs
- Develop and maintain Program Management Plans which include:
- Communication Plan
- Requirements Verification Matrix
- Schedule Development Leadership with subsequent control and administration
- Resource Plan (Labor, Material and Services Budget Development)
- Labor, Material and Services Control Plan
- Objective evidential based Estimate to Complete (ETC) Forecasts Earned Value Management (EVM) and Estimate At Complete (EAC) Forecasts, based on objective evidence (EVM) of all labor, material, services, and other direct costs (ODC)
- Cash Flow Analysis & Invoice Administration
- Revenue and Direct Contribution Projections
- Communicate customer expectations, cultural differences, and overall temperament within the Company
- Chair program kick-off, daily, and weekly project status meetings
- Provide direct interface with customer and all operations and support departments.
- Provide vigorous Risk Management Leadership and Controls
- Coordinate with and prioritize Manufacturing and Hangar Operations Manager(s) duties & objectives.
- Lead project schedule change management to mitigate any consequences to project cost, schedule and quality from unplanned events or interrupts.
- Coordinate and communicate pertinent aircraft issues to all program stakeholders.
- Attend weekly manpower meetings to reaffirm program manpower requirements.
- Chair lessons learned meeting after completion of program - identify strengths, and opportunities for improvement
- Provide weekly status reports to customer(s) and Project Management Reviews (PMR) to Senior Management.
- Develop program management review presentations which include RISK skyline and controls, schedule compliance, labor and ODC budget estimate. Completes (ETCs), estimate at complete projections (EACs), labor / material (ODC) expenditures as well as project TAT forecasting (schedule compliance forecast and control).
- Ensure outside subcontractors comply with specifications and statement of work requirements.
- Develop all related RFQs for subcontracted services.
- Ensure compliance to all FAA Part 145, DAH and PAH delegated authorities and ensure all FAA and foreign regulatory requirements are met to enable airworthiness to the governing civil authority at return to service and are communicated to the customer.
- Complete initial / recurrent training requirements in a timely manner
- Other duties may be assigned.
SUPERVISORY RESPONSIBILITIES
- Overall program oversight and that of assigned team members.
- Some individuals in this role may have direct supervisory responsibilities including the following:
- Lead, manage and directly supervise all assigned staff members.
- Manage and coordinate the work plan for the assigned staff; set departmental goals; assign work activities, projects, and programs; monitor workflow; meet with staff to identify and resolve problems; review and evaluate work products, methods, and procedures.
- Be accountable for departmental labor budgets and the activities, workflow, work schedules, attendance, and compliance with safety standards and policies for all assigned staff.
- Participate in candidate selection; provide training, motivation, and evaluation of assigned personnel; provide or coordinate staff training; review work output; coach employees to correct deficiencies; promote career development; initiate disciplinary and termination procedures.

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the minimum knowledge, skill, and/or ability required.
- Bachelor's degree or equivalent combination of education and related technical experience.
- 8 to 10 years industry-related, transport category aircraft modification experience with strong knowledge of aircraft maintenance and FAA Part 145 organizations and strong aviation manufacturing knowledge or experience.
- Heavy aircraft structures, mechanical systems modification experience strongly desired.
- Knowledge of avionics upgrades and modifications a plus.
- Aircraft systems installation experience. (Satcom, Passenger to Freighter (P-to-F) conversions, Winglet Installs, Aux Fuel System Installs, Derivative mods, etc.)
- Commercial or military based experience acceptable.
- Experience with aircraft fuel system architecture a plus.
- Manufacturing program experience (kit MFG), structures, electrical interconnect, mechanical systems (plumbing, piping, valves, etc.).
- Proficient in Earned Value Management (EVM) with demonstrated experience in applying EVM principles to administer project performance, control budgets, and forecast with extremely high reliability project financial, period of performance and product quality outcomes.
- Previous experience in FAA Repair Station (Part 145) environment is preferred.
- Effective computer skills; Microsoft Office, Project software and other company and discipline specific software applications.
- JIRA experience a plus
- Must be detail oriented with the ability to multi-task, prioritize and plan work.
- Effective analytical and problem-solving skills.
- Ability and willingness to work extended hours and/or travel, as dictated by program requirements.
LANGUAGE SKILLS
- Read, write, and understand the English language.
- Ability to read, write, analyze, and interpret technical procedures and manuals.
CERTIFICATES, LICENSES, REGISTRATIONS
- Project Management Professional Certification (PMP) strongly preferred.
