Summary Objective

The purpose of this position is to manage the daily operations of the Housing and Grants Division through the application for and administration of federal, state, and local grants in alignment with the City of Deerfield Beach's goals and objectives.
This class works independently, under limited supervision, reporting major activities through periodic meetings.
Essential Functions

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
  • Supervises, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns, and reviews work and establishes work schedules; maintains standards; monitors the status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Administers the City's Housing Program, including intake, project management, reviewing and approving applications, and addressing concerns.
  • Prepares financial, programmatic, and performance reports for local, state, and federal Grants.
  • Develops plans, manuals, policies, and procedures for the City's affordable housing programs.
  • Prepares presentations, public notices, and Commission agenda items.
  • Manages Affordable Housing Program Budget.
  • Participates in meetings, workshops, and training; Serves as Chair of the Affordable Housing Advisory Committee.

Typical Qualifications

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
  • Bachelor's degree in Business Administration, Public Administration, Urban Planning or related discipline.
  • Four (4) years of progressively responsible experience in community development to include federal and state grant programs or an equivalent combination of education, training and experience.
  • Must possess and maintain a valid state driver's license with an acceptable driving history.

PREFERRED EDUCATION AND EXPERIENCE
  • Two (2) years of supervisory experience directing and evaluating assigned staff, directing work, counseling, disciplining, and completing employee performance appraisals.


Knowledge, Skills and Abilities, Work Environment and Work Hours

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of pertinent federal, state and local rules, regulations, ordinances and other regulatory standards applicable to grant funds.
  • Knowledge of the functions and organization of municipal government.
  • Ability to prepare statistical, budgetary and financial reports for federal, state and local government agencies.
  • Ability to plan and conduct meetings and conferences.
  • Knowledge and understanding of IDIS, DRGR and other systems.
  • Ability to implement and coordinate legislative and community affairs programs.
  • Knowledge of grant and budget preparation and administration.
  • Knowledge of principles and practices of housing and neighborhood planning.
  • Skill in prioritizing work assignments.
  • Ability to establish and maintain effective working relationships with property owners' lenders, contractors, funders, citizen groups, contractors, consultants and other agencies.
  • Ability to communicate effectively with City staff and the public both orally and in writing.
  • Applies knowledge of terminology, principles, procedures and methods as they pertain to the program operations and activities.
  • Applies knowledge of the principles and practices of contract management, grant administration, and governmental operations.
  • Applies knowledge of federal and state accounting procedures governing participation in governmental fiscal programs.

PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

WORK ENVIRONMENT:
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

WORK HOURS
Monday - Friday 8am- 5pm (May be required to work nights, weekends and holidays to meet the business needs of the City.)
