Major Duties

The Manager will supervise all activities of Outside Plant Engineering to include performing network systems and capacity analysis, planning & systems engineering and design in accordance with capital and capacity planning requirements; works closely with other Engineering and network operations groups, and local operations OSP engineering personnel; interacts with capital and long range planning groups on a routine basis. Performs job duties consistent within safety, legal and regulatory requirements; company standards, culture and business practices. The Manager may work with the product managers to create and support new services and make recommendations to the senior management on enhancements to our operating systems and revenue opportunities.

Responsibilities

  • Management level responsible for planning, organizing, integrating, coordinating, and controlling the activities of a department and/or functional area. Work may be accomplished through subordinate supervisors or direct management of employees.
  • Accountable for results in terms of costs, budgets, operational goals, and employees.
  • Exercises judgment within broadly defined practices and policies in selecting methods and techniques for obtaining solutions.
  • Acts as an advisor and/or expert to subordinates for elevated issues and problems. Works on diverse issues that require significant interpretation.
  • Supervise all department activities and personnel.
  • Ensure methods, procedures and policies are available and in effect for all Outside Plant Planning and Engineering personnel and functions.
  • Review Outside Plant Planning & Engineering procedures and process flows for practicability and initiate changes as requires.
  • Prepare daily/weekly reports reflecting the status of departmental activities.
  • Coordinate training for Outside Plant Planning & Engineering personnel, evaluate and communicate employee performance, make recommendations for improvement when appropriate.
  • Oversee Planning & Engineering on multiple network element systems: Circuit-mode (TDM) and packet-mode/soft switches; TDM and Ethernet based transport systems; and broadband access network elements (Metro-Ethernet, DSL, FTTH, NG/BDLC, L2 Switching, L3 routing, etc.)
  • Interact with other departments/functions in setting standards and policies, resolving network troubles.
  • Ensures objectives and goals are met in relation to customer service objectives, service level agreements, and regulatory obligations.
  • Supports 7x24 hour manager on-call requirements as needed.
  • May work closely with the service/account reps on customer and or billing issues.

Additional Duties:
  • Responsible for projects or broad programs. Provides technical leadership and subject matter expertise across multiple large-scale, complex initiatives. Contributes to the development of new concepts, techniques and standards.
  • Leads large project teams and/or organizational/functional programs. Identifies appropriate resources needed and develops plans/schedules.
  • Acts as a team lead within department, work unit or project and delegates work to team members. May supervise sub-projects or smaller projects.
  • Accountable for project or program results. Exercises considerable judgment in developing methods, techniques and evaluation criteria for obtaining results.
  • Contributes to departmental activities and programs by accomplishing related tasks as needed.


Qualifications

Knowledge, Skills & Abilities:
  • Possesses a broad knowledge of the area being managed. Understands management techniques with the ability to resolve employee relations issues, performance and rewards issues.
  • Advanced skills within a professional discipline and general knowledge of other areas. Requires independent thinking. Demands full use and application of principles, theories, concepts and technologies.
  • Work is varied within a sometimes ambiguous environment. Work requires constant interpretation. Solves a wide range of complex problems. Provides solutions to multiple business or technical issues that have organization-wide impact.
  • Must demonstrate a working knowledge of: FTTP networks; SONET and packet transport systems; circuit-mode (TDM), packet-mode/soft switching systems, VoIP systems, and SS7 network elements.
  • Working knowledge of voice networks and the various elements (switching, signaling, intelligence network, messaging, directory, notification, etc.)
  • Must have and display interpersonal, problem solving and conflict resolution skills, excellent verbal and written communication skills, and ability to perform in a rapidly changing environment.
  • Working knowledge of MS Word, Excel, PowerPoint, Outlook and Teams.

Required Education & Experience:
  • In order to accomplish the essential duties of this position, the incumbent must have:
  • Bachelor's degree or equivalent experience. Job typically requires min. of 5-10 years of directly related job experience in the function or discipline managed, typically including supervisory experience.

Salary

Pay range (commensurate with skills and experience): $79,797 - $120,835
