Summary:
Under the direction of the Superintendent of Schools, Queen Anne's County Public Schools is seeking a dynamic administrator to join the Superintendent's Executive Team. The Chief Financial Officer (CFO) directs the financial affairs of the organization and prepares financial analyses of operations, including interim and final financial statements with supporting schedules, for the guidance of management.
The Chief Financial Officer oversees and provides direction to the Finance Office and provides direction and support to other departments in preparing and administering the total school budget. Provides senior-level leadership and support in the areas of finance, financial systems, policies, budget, purchasing, contracting, compliance, audit, and internal controls.

Competencies:
- Mastery of all relevant federal, state and local laws, codes, rules and directives to establish and maintain compliance
- Successfully apply fiscal scenarios to project current and future year financial impact and recommend appropriate action
- Demonstrated ability to successfully supervise and evaluate the performance of assigned staff members
- Demonstrated expertise in generally accepted accounting principles and fund accounting
Requirements:
- Certified Public Accountant or Master's of Business Administration, Accounting, Finance or related field
- Has completed a minimum of five (5) years of successful experience in the areas of budget development, finance, and/or a related field.
- Has demonstrated leadership ability in the areas of Finance, Budget development, Procurement and Financial Risk Management.
- Has knowledge of county, state, and federal regulations (GASB & GAAP) pertaining to public education finance and budget development.
- Has demonstrated proficiency in the use of budget-related software platforms related to job responsibilities.
- Has demonstrated the ability to analyze situations accurately and adopt an effective course of action
- Has good interpersonal communication skills.
- Has a willingness and capability to work beyond the normal workday.
- Has knowledge of Blueprint for Maryland's Future legal and fiscal requirements.
- Has demonstrated success in leading a complex organization.
- Has knowledge of relevant Federal and State regulations and current trends in public education.
- Has the ability to effectively supervise and manage personnel; and Excellent oral and written communication skills.
- Has the ability to interpret, apply and explain rules, regulations, policies, and procedures
- Demonstrated leadership qualities and personal characteristics necessary for working effectively as a team member with the Superintendent of schools, other central office staff, principals, teachers, parents and members of the community.
- Prior experience working with a Maryland public K-12 school system preferred
- Demonstrated knowledge of Maryland school accounting practices
- Prior experience in a collectively bargained environment
- Prior experience with SunGard K-12 Finance/eFinance
Essential Functions:
- Oversees preparation and communication of the division's annual operating and capital budgets
- Prepares and monitors short and long-range revenue, expense and enrollment projections
- Develops computer models for analyzing resource allocations including operating expenses and staff allocations
- Manages a position control system that ensures fair and equitable as well as fiscally solvent staff allocations
- Prepares and provides financial data to the School Board, MSDE and Auditors
- Researches, reviews and develops a competitive salary and benefits program with Human Resources
- Leads the employment, supervision, and training of finance, budget, and procurement department personnel
- Works to maintain effective division community relations and interprets and communicates financial concerns of the division
- Advises the Superintendent on all business-related matters
- Assists with the development of the long-range Capital Improvement Projects
- Serves as the division's representative on regional finance oversight committees
- Serves on the negotiation team in collaboration with the Director for Human Resources
- Serves as a member of the Superintendent's Executive Leadership Team
- Oversees and works collaboratively with key leaders within the school division to ensure that adequate resources are available in support of instructional goals and objectives
- Attends and participates in required Board, division and committee meetings, and other activities deemed necessary by the Superintendent to accomplish the objectives of the position
- Attends various school, community and business functions as appropriate
- Oversees the partnership with Everside Health and Queen Anne's County and Queen Anne's County Public Schools employees and covered dependents
- Collaborates with supervisors of all levels in developing various annual reports to the Board, County Commissioners, regulatory agencies, and the general public
- Acts as the division's fiscal agent in authorizing all contracts, requisitions and payment and commitment of funds
- Completes other duties as assigned
