Douglas Countyhas an exciting opportunity for a Traffic Engineering and Operations Manager toperform highly responsible supervisory work managing the Traffic Engineeringprojects and staff.

Virtually in the geographic center of Colorado, Douglas County isapproximately 844 square miles of striking natural beauty from its mountains,foothills, and plains with a population of approximately 373,275 distributed inurban, suburban, and rural settings. Such diversity presents a variety oftransportation challenges for the successful candidate.

Work involves supervising,planning, and organizing project activities of transportation planning,engineering, and design for theTraffic Infrastructure and Traffic Systems workgroups.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The followingexamples are illustrative only and are not intended to be all inclusive.)
  • Manages and implements traffic capital improvementprograms. Plans, designs, and reviews traffic and transportation planningprojects.
  • Develops and coordinatestraffic control planning, implementation, operation, and maintenance for the TrafficInfrastructure and Traffic Systems workgroups.
  • Acts on behalf of the Asst. Public Works Engineering Directorat meetings and conferences. Has signatory authority on traffic capitalimprovement plan sets in absence of the Asst. Public Works Engineering Director.
  • Reviews and analyzes transportation studies andstatistics.
  • Represents the County withvarious intergovernmental transportation agencies.
  • Identifies and resolves conflicts with traffic andtransportation planning contractors and consulting engineers.
  • Consults with and advises the Public Works ManagementTeam on transportation and traffic issues including policy decisions.
  • Develops and oversees goals, objectives, workloads,and priorities. Trains, supervises, and evaluates staff performance. Developsand implements internal procedures and operating policies.
  • Prepares and provides recommendations on improvedefficiencies, effectiveness, and division productivity to the Asst. PublicWorks Engineering Director.
  • Preparesand makes presentations to the public, Planning Commission, and the Board ofCounty Commissioners.
  • Supervisesassigned staff, assists with training, evaluates work products, and recommendspersonnel action to the Asst. Public Works Engineering Director.
  • Respondsto public inquiries and complaints.

OTHER DUTIES: Participates in developing and monitoring the annualdivisional budget. Prepares a variety of departmental reports, memoranda,agenda, and statistical records. Performs other duties as assigned.

SUPERVISION RECEIVED: Work is performed under the generaldirection of the Asst. Director of Public Works Engineering. The incumbentreceives guidance in terms of broad goals and overall objectives and isresponsible for establishing the methods to attain them.

SUPERVISORY RESPONSIBILITIES: Manages andsupervises the Traffic Infrastructure and Traffic Systems workgroups. Responsiblefor the overall direction, coordination, and performance of the unit.

INDEPENDENTJUDGMENT: Workis performed independently. Incumbent is given broad terms and format, allowinga great amount of latitude and individual judgment, to accomplish goals andachieve desired results.

MINIMUM QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:
  • A bachelor's of science degree (B.S.) from an accredited four-yearcollege or university in civil engineering, or a closely related field.
  • Twelve (12) years of related experience, including four (4) years of supervisory experience.
  • A combination of education and experience may be considered.

KNOWLEDGE, SKILLS AND ABILITIES:

Language Skills: Ability to read, analyze, and interpretCounty Engineering Criteria, professional journals, technical procedures, andgovernmental regulations. Ability to respond to inquiries and/or complaintsfrom applicants, regulatory agencies, or the public. Ability to effectivelypresent information both orally and in writing to applicant professionals,County management, Board of County Commissioners, general public, and otheragencies. Ability to establish and maintain effective work relationships.

Reasoning Ability: The ability to apply principlesof logical or scientific thinking to define problems, collect data, establishfacts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions inmathematical or diagram form and deal with several abstract and concretevariables. Ability to makegeneralizations, judgments or decisions based on measurable or verifiablecriteria.

Knowledge of MUTCD guidelines.

CERTIFICATIONS, LICENSES, & REGISTRATIONS:
  • Registration as a Professional Engineer (PE) with the Colorado StateBoard of Registration for Professional Engineers and Professional LandSurveyors.
  • Must possess a valid Colorado Driver's License upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment.
  • This positionrequires successful completion of a criminal background check includingfingerprinting through a national database.

WORK ENVIRONMENT: Physical WorkEnvironment: Work is generally performed in a typical office environment andoccasionally attending meetings at various site and field locations. This position requires theincumbent to remain available via mobile cellular device/email access duringand after normally scheduled business hours.

In the event of an emergency/disaster in or near the County, all County employees are expected to make every effort to be available to assist the County Manager, Elected/Appointed Officials and Department Directors to ensure the continued operation of any and all necessary County functions. This may mean being available to perform additional duties and hours beyond what is normally required. In the event that an exempt employee does work more than 40 hours a week in support of County operations during an emergency, such employee may receive overtime or other appropriate wage compensation in accordance with existing County policies or at the discretion of the County.
