Reports To: Superintendent of Schools

PURPOSE: To administer the business operations of the district in such a way as to provide the best educational services to USD 443 students within the financial resources available.

EMPLOYMENT QUALIFICATIONS:

Education:
  • Master's Degree in accounting, business administration, or similar.
  • CPA preferred.
  • Such alternatives to the above as the Board of Education may find appropriate and acceptable.
Experience:
  • 7 years in finance, accounting, or related areas. Experience in Public Education is strongly preferred.
  • CFO experience preferred.

DUTIES & RESPONSIBILITIES:
  • Provides professional leadership in organizing, administering, supervising, and evaluating the effective operation of the school district.
  • Provides general supervision over the budget, Finance, and General Operations.
  • Collaborates with respective personnel in various areas, including Facilities, Maintenance, Transportation and Nutrition.
  • Ensures that all school business and financial operations conform to federal, state, and district guidelines.
  • Develops budget guidelines, coordinates preparation of budget, and assists key administrators in review of the budget.
  • Oversees state and federal grants.
  • Prepares and implements the school budget in cooperation with the superintendent.
  • Assumes responsibility for long range financial planning.
  • Assumes responsibility for legal publication and distribution of prepared budgets as approved by the superintendent and the Board.
  • Prepares enrollment, revenue, and expenditure projections.
  • Administers a budget control system for the district.
  • Coordinates the preparation and presentation of additional analyses required to understand the budget proposal for action by the Board.
  • Assists in the execution of the enacted budget, including the recommendation of administrative controls where required.
  • Takes the lead in developing improvements in the financial management of the school system including budget methods, format, and presentation.
  • Supervises the management of the financial affairs of district activity and athletic accounts.
  • Assumes responsibility for the receipt, safekeeping, and expenditures of all district funds.
  • Establishes and supervises an accounting system to record in detail all money and credit transactions.
  • Supervises all accounting operations.
  • Provides monthly accounting of all income and expenditures.
  • Prepares and analyzes all financial statements.
  • Prepares reports for the proper staff officials concerning the status of their budgetary accounts to guard against the overspending of any budget account.
  • Maintains general revenue and appropriations ledgers on an encumbrance basis.
  • Approves all vouchers authorizing the expenditures of monies.
  • Submits claims for local, state, and federal funds requiring special claims.
  • Assumes responsibility for insurance records and insurance accounting.
  • Prepares analyses of program costs and methods of financing including long range projections of requirements.
  • Works with community organizations and citizens in interpreting the financial data and analyses through reports and personal appearances as appropriate.
  • Coordinates, processes, and controls transfers of budgeted funds as approved by the Board.
  • Initiates contacts with vendors relative to supplies, equipment, invoices, purchase orders, and contracts.
  • Obtains and studies comparative prices and quotations.
  • Purchases items of supply and equipment necessary for the operation of the district by competitive bidding, informal quotations, and negotiations in accordance with state laws and Board policy.
  • Studies price trends and market conditions and keeps informed of sources of supply and new product development.
  • Prepares all bidding documents including notice to bidders, instruction to bidders, specifications, and forms of proposal.
  • Monitors all purchase requisitions to determine correctness of information, price extensions, coding information, etc.
  • Develops and maintains appropriate records such as vendors' register, commodity register, bidders' list, etc.
  • Assumes responsibility for correspondence relating to school district purchasing activities.
  • Assumes responsibility for the operation of perpetual inventory systems and central warehousing operations.
  • Directs the accumulation of necessary data used in professional negotiations such as wage and benefit comparisons, comparative contract language, salary proposal costs, etc.
  • Assists as necessary in planning for district representation in fact-finding, arbitration, and other cases heard before public commissions or similar bodies.
  • Coordinates the financial aspects of contract administration during the term of various contracts with employee organizations.
  • Interprets articles of the negotiated agreement to members of the administrative staff as they relate to business and financial concerns.
  • Serves as district representative for determining insurance policy recommendations; collaborates with assistant superintendent for human resources and other members of the district health insurance committee regarding health insurance recommendations.
  • Maintains insurance contracts and policies for all district insurance programs.
  • Collaborates with district level administrators, building administrators, and other supervisors with respect to support services and general district business operations.
  • Oversees Clerk of the Board responsibilities.
  • Performs such other tasks and assumes such other responsibilities as the superintendent may assign from time to time.
  • Performs other duties as assigned.

  • While performing the duties of this job, the employee is regularly required to sit; use hands, talk and hear.
