SUMMARY:
Responsible for managing and directing the financial affairs of the school district and ensuring that the school district remains fiscally sound. Coordinates and directs the financial operations in a manner that complies with all applicable laws and regulations and that represents a high degree of efficiency, effectiveness, and transparency; also to serve as a resource to the Superintendent's Executive Team and other stakeholders when decisions have a financial impact. The Chief Financial Officer is responsible for planning, organizing, coordinating, and supervising the following major areas:
  • Business Services (Budget, Finance, Payroll, Purchasing, Supply and Property)
  • Real Estate
  • Long Range Fiscal Planning
  • Property/Liability Insurance
  • Salary and Benefits Negotiations
  • MAJOR DUTIES:
  • Supervises the activities of the business area which includes the development of the District Operational Capital Outlay and Bond Budgets.
  • Interacts and assists in making decisions through regular meetings with the Board, Superintendent, and Principals/Supervisors with regard to policy and budgets.
  • Provides overall supervision for the Division Director of Supply and Property and assumes responsibility for seeing that purchases are secured on a timely basis, within applicable laws and procedures.
  • Supervises the activities of the Executive Director of Finance including the implementation of appropriate audits and establishing adequate accounting and budget procedures.
  • Coordinates with various community officials, bankers, insurance agents, vendors, media, and patrons of the school district on numerous areas and addresses questions affecting the school district and its functioning.
  • Serves as a District legislative lobbyist.
  • Coordinates and directs override and bond election procedures in accordance with the Maricopa County Elections Department, the County School Superintendent's Office, and the District's legal counsel.
  • Coordinates District's property/liability insurance programs.
  • Represents the District in all real estate matters.
  • Manages PXU Insurance Trust Board and coordinates quarterly meetings.
  • Serves on committees, representing the Superintendent as necessary.
  • Works collaboratively with all Executive Team members and their administrative assistants to ensure smooth and unified day-to-day operations of the District.
  • Attends District Governing Board meetings regularly.
  • Other duties as assigned by the Superintendent.

    QUALIFICATIONS:
  • Master's Degree in Business Administration, Educational Administration, Public Administration, or related field, or an equivalent of education, training, and experience combined.
  • Five years' experience in a combination of such occupational areas as the following are required:
  • Public School Administration
  • Accounting
  • Budget Preparation
  • Long Range Fiscal/Planning
  • Purchasing
  • Insurance
  • Experience as a Business Manager, Executive Director or Assistant Superintendent for Administrative Services in a public school setting preferred.
  • LICENSES AND REQUIREMENTS:

    Valid Arizona administrative certificate. Superintendent certification preferred.
