Position Summary:
Juntos Aprendemos Program Manager is charged with supporting all aspects of program development and implementation throughout the region. The position works collectively with school districts, early learning providers, and non-profits to deliver early literacy and parent engagement curriculum in Spanish to Latinx families across Central Oregon. The program manager has to be resourceful, able to build strong relationships, and passionate about working for educational equity. The Program manager needs to maintain and expand our established high-quality program, as well as manage new projects within Juntos Aprendemos. This position brings the opportunity to advocate for equitable resources and approaches in the field of early learning, and to be a voice for the Latino community in our region.

While performing the duties of this position, the employee is regularly required to: talk, hear, walk frequently, sit, stand, stoop, kneel, crouch, crawl, use hand dexterity for computer work, handle items, reach with hand and arms, lift and/or move up to 30 pounds and occasionally up to 50 pounds and see close and at a distance, have peripheral vision and the ability to adjust focus. Workloads are heavy and timelines may be unreasonably short at times. Requests and issues are often received which require immediate attention and conflict with other priorities.
Terms of Employment Salary, benefits, and vacation are established by contract.

Essential Functions and Responsibilities:
- Supervise and support staff
- Oversee the coordination of 6+ parent leaders as a part of the program
- Ensure programs are implemented with high level of quality and fidelity
- Assure financial stability by monitoring the program budget and all revenue and expenditures
- Provide business-related support to the program in areas such as purchasing, processing timesheets, mileage, and other employee-related documents
- Secure funds, donations and grants to meet the budget goals of the program
- Maintain positive relationships with schools, districts, county, and other partner organizations
- Participate in ongoing program evaluation and data analysis
- Engage in planning for program growth and replication
- Support and/or cover for the parent/children teams as needed
- Provide regular written and oral communication to stakeholders in Spanish and English
- Project management
- Develop and administer service contracts
- Create and improve systems within Juntos Aprendemos
- Represent HDESD/Juntos Aprendemos at community meetings and forums relating to early learning, educational equity and parent engagement
- Advocate for policies that promote equity and advance the interests of Latino families in the areas of early learning and education
- Provide opportunities for community voice in early education policy efforts
- Exhibit regular attendance, as demonstrated by not more than an average of one day per month absent unless on a protected statutory leave
- Be punctual and present for all required duties
Minimum Qualifications:
- Demonstrated respect for, and willingness to learn from, communities most affected by social inequities
- Commitment to shared leadership and community empowerment
- Bicultural understanding/familiarity required: knowledge of Latinx culturally based world view, adaptive reasoning, and problem-solving practices of Latinx individuals, families, and community
- Excellent written and oral communication skills in Spanish and English (including public speaking)
- Knowledge of and experience in early learning, parent engagement, family support services, school-based partnerships, Community Health Worker model and/or Popular Education
- Knowledge of and/or experience in navigating educational institutions, resources, programs, social services and government agencies
- Demonstrated ability to establish and maintain cooperative working relationships with schools, families, and community support systems
- Experience in designing and implementing programs for and with the Latino community
- Employ critical thinking and confidence in decision-making and carrying out actions
- Proven ability to manage time and prioritize tasks to meet goals and deadlines effectively
- Experience leading groups with diverse professional levels and the ability to effectively facilitate knowledge sharing and collaboration
- Demonstrated ability to work independently, lead a team, and work as a collaborative team member
- Ability to write reports, business correspondence, and procedure manuals.
- Ability to motivate, inspire and empower staff to think creatively and develop innovative approaches to serving youth and families.

- Applicants must have successful experience in working with culturally diverse families and communities, and/or have otherwise demonstrated a commitment to equity and strengthening engagement of a diverse community and skill in communicating with a diverse population.
Preferred Qualifications:
- Experience of education in Early Childhood Education, Bilingual Education, Educational Leadership, Social Work, or a related field.
- Demonstrated success in leading and mentoring diverse teams.
- Skills in conflict resolution and fostering inclusive environments.
- Proficiency in using software for project management, data collection, and reporting (e.g., Microsoft Office, Google Workspace, or similar tools).
- Demonstrated ability to cultivate and sustain a collaborative, inclusive, and positive team culture that values diversity, supports professional growth, and aligns with the mission and vision of the program.
