The National Security Sector at Leidos has an exciting opportunity for a technically oriented Program Manager in Reston, VA. The successful candidate will lead a team of engineers and analysts in providing SETA technical support to the Department of Homeland Security's Cybersecurity and Infrastructure Security Agency (CISA) Emergency Communications Division (ECD) for the Next Generation Network Priority Services (NGN-PS) program and the national security and emergency preparedness (NS/EP) Priority Telecommunications Services (PTS) program.

THE CHALLENGE
Duties include planning and managing cost, schedule, and resources for the program; coordinating and de-conflicting staff task priorities; coordinating with the customer on often changing tasking and priorities; managing subcontractors; directing and coordinating activities of all program functional areas; Additional duty includes representing Leidos as a member of the National Coordinating Center (NCC) Communications Information Sharing and Analysis Center (COMM-ISAC).
WHAT SETS YOU APART:
A bachelor's degree in Management, Engineering, or Communications. A minimum of 10 years of experience in packet-switched telecommunications planning, design, implementation, and operations, preferably with a nationwide public switched telecommunications network carrier. Background must reflect that the experience and knowledge is current with respect to Internet Protocol (IP) networks.
Must have a current Project Management Professional (PMP) certification. Additional certifications related to project management, and other related certifications are highly desirable.
Experience with Government Emergency Telecommunications Service (GETS)/Special Routing Arrangement Service (SRAS), Wireless Priority Service (WPS), and NGN-PS requirements.
Extensive knowledge of major wireless and wireline networks, services, pricing, and experience with public switched telephone network interworking and interfaces, for both circuit and packet switched architectures, and an understanding of VoIP communications.
Program management experience providing senior systems engineering and technical support in telecommunications, planning, implementation, and operations of priority telecommunications services and applications on commercial voice networks.
The ability to prepare complex and professional documentation concerning voice network technology trends, new services, carrier network upgrade timelines and their impacts or enhancements to existing or future GETS, SRAS, WPS and NGN-PS services.
Experience in managing and writing highly technical documentation to acquire services and features similar to PTS.
Experience in reviewing and commenting on the technical feasibility, pricing, and schedule of vendor and carrier proposals and experience in organizing and presenting technical briefings to senior management to support strategic PTS program decisions.
Experience in user applications, design, deployment, and operations of wireline emergency telephone systems and mobile public safety and priority communications networks.
Understanding of Telecom Network Operations and billing processes.
Specific experience with Priority Telecommunications Service (PTS) type communications involving network damage, network congestion, network security, and network management.
Specific experience in gathering and documenting user requirements and translating into contract requirements.
YOU MIGHT ALSO HAVE:
Familiarity with the DHS Systems Engineering Life Cycle (SELC) process and DHS Acquisition Management Directive 102-01
Understanding of wireless, satellite, and wireline communications networks, Internet Protocol (IP), information security, software defined networks and cloud computing
Knowledge or experience with some of the following is an advantage: product lifecycle analysis, requirements analysis, product testing, risk analysis, wireless technologies, next generation communications networks, industry standards development organizations, cellular networks, and cable/wireline broadband communication
