Fred Smith Company is currently searching for a Director of Preconstruction for our Estimating Team in Raleigh. We are a heavy civil contractor working in the commercial sitework, public infrastructure and asphalt markets in North Carolina.

This position requires an individual work to well in a team setting as well as demonstrate the ability to work independently. Good judgement and attention to detail are required in all routine duties and any other assigned tasks.

Responsibilities:

  • Create & maintain a culture that values safety, health, ethics, & environmental stewardship.
  • Complete supervision & responsibility for construction, including daily production, costs, safety, planning, scheduling (labor, equipment, trucks, and subcontractors), estimating, bidding, ethics, & quality control as applies to their directive.
  • Establishes & maintains strong relationships with stakeholders, including owners, consultants, subcontractors, regulatory agencies & the public in an effort to understand market conditions within the area.
  • Monitor & assess the performance of the project, foreman/superintendent, engineering needs & operations staff.
  • Participates in the annual review process and, in conjunction with the Personnel department, participates in the interview and hiring process for new candidates.
  • Ensure projects perform to meet safety, budget, schedule & quality expectations and take corrective action where necessary to ensure the best outcome for the project.
  • Review job budget &schedule updates with Division Vice Presidents
  • Understand & enforce contractual responsibilities, contract documents and resolves disputes in consultation with Division Vice Presidents.
  • Train, coach, & mentor project personnel to develop a cohesive & effective team.
  • Coordinate & integrate the activities of project managers/engineers & other support staff on the project.
  • Establish priorities for the project staff based on owner & project requirements.
  • Review & approve all major purchase orders, change orders, & contractor/vendor requisitions.
  • Monitor contractor/vendor pending costs.
  • Ensure cost reports are updated regularly.
  • Review & approve all project forecasts, schedules, cost estimates, & financial reports.
  • Coordinate with office manager or project administrator all client "business" related contact and correspondence to ensure consistency of reporting.
  • Ensure that all personnel follow company policies and procedures in accordance with the Field Process Manual and the Business Process Manual.
  • Work with Safety regarding incident investigations with corrective action to prevent future incidents.
  • Ensure company safety policies in accordance with Standard Operating Procedures, & all OHSA and any state level agencies regulations are enforced.

Required Skills:

  • Strong communication skills are required in order to communicate, present, assert and speak to multiple stakeholders involved. Ability to cold call prospects with confidence in order to gain new clients. Strong computer skills and excellent organizational skills.
  • Ability to collaborate with multiple parties from inside and outside the company.
  • Ability to set goals, plan and manage projects, manage the risks involved, calculate budgets, cost, time and work with internal and external team members and customers.

Requirements/Experience:

  • Minimum of 10-15 years of construction/estimating experience in the heavy civil construction, asphalt or aggregates industries preferred but not required.
  • Associates or Bachelor's degree in Business Administration, Construction Management, or relevant field.
  • Valid driver's license with positive driving history.
  • Local candidates preferred.
