GENERAL DESCRIPTION:
The Administrative Office of the Courts (AOC), located in Cheyenne, Wyoming, seeks to hire an IT Infrastructure Manager to manage the operations, acquisition, maintenance, and service of the IT systems including asset management, applications, databases, hardware, and software products, servers and storage systems, network, audio, and video system infrastructure for court operations. This role requires strong leadership skills, technical expertise, and the ability to align IT strategies with Wyoming Judicial Branch objectives. Remote or hybrid work within the State of Wyoming may be considered.
The AOC assists the Wyoming Judicial Branch in fulfilling its constitutional and statutory functions by providing administrative, technical, financial, payroll, auditing, and human resources support to over 300 employees. Our goal is to provide services in an accurate, timely, efficient, and equitable manner. Our offices are in Cheyenne, Wyoming which is home to Cheyenne Frontier Days rodeo and abundant opportunities for outdoor recreation. Cheyenne, the capitol of Wyoming, is a growing metropolitan area that thrives on its Western heritage.

Supervisory Responsibilities
- As a team lead, this position functions as a subject matter expert and provides direction and guidance to others on infrastructure systems, project management, processes, and procedures.
Team Leadership
- Lead and motivate the IT Infrastructure team, providing clear direction and support to achieve project goals.
- Foster a collaborative and positive team environment, promoting effective communication and knowledge sharing.
- Delegate tasks and responsibilities appropriately, ensuring each team member's strengths are utilized.
- Provide technical guidance to team members.
Infrastructure Planning and Strategy
- Lead the planning, design, and deployment of branch LANs, WANs, vNETs, and vLANs.
- Develop, maintain, and revise proposals for assigned projects including objectives, technologies, systems, information specifications, timelines, funding, and staffing.
- Set and track IT Infrastructure project milestones, manage and account for unforeseen delays, and realign schedules and expectations as needed.
- Evaluate current infrastructure use and needs of the branch. Recommend software and hardware improvements.
Network Management
- Oversee all aspects of cloud/virtual and physical network infrastructure: Firewalls, Routers, Switches, WAPs, DNS, Load Balancers, Site-to-site and Client VPN
- Manage all aspects of cloud/virtual (Azure/Hyper-V) and physical server infrastructure: compute (Microsoft/Linux), storage, data protection, disaster recovery, AD, DHCP, DNS, and DFS Namespace.
- Schedule planned and ad-hoc outages and maintenance windows as needed.
- Oversee network performance and security and troubleshoot problem areas as needed.
- Maintain architecture processes and technical documentation of the IT infrastructure.
Security Management
- Remain current on IT industry developments and advances; propose enhancements to provide additional functionality and security.
- Manage all security solutions and direct security audits. Respond to cybersecurity threats, ensure monitoring is accurate with Rapid7 and M365 Defender, audit and mitigate vulnerabilities.
Customer Service and Technical Support
- Provide second-tier help desk support for answering technical questions and resolving technical issues for court personnel. Service is provided on a person-to-person, phone, email, or remote appearance basis.
- Provide limited first-tier support for Wyoming municipal courts and Wyoming law enforcement agencies.
- Address and resolve issues and concerns raised by stakeholders in a timely and effective manner.
- Provide regular updates to stakeholders on a project or help desk ticket progress, changes to requirements, and potential impacts on timelines.
Perform other duties as assigned by the Chief Technology Officer.
Qualifications

- Cloud Infrastructure and Azure Services
- Azure Administration: Extensive knowledge in managing and configuring Azure services, including Firewall, VPN Gateway, WAN, Network Security Groups (NSG), Virtual Networks (VNETs), Subnets, and Peering.
- Compute and Storage: Proficiency in handling Virtual Machines (IaaS), App Services and Functions (PaaS), AKS (Serverless), and Containers (ACR, Docker). Skilled in Azure storage management, including containers, blobs, and file shares.
- Network and Security Management: Expertise in routing, Load Balancer, App Gateway, Front Door, AD Connect, backup and disaster recovery (DR) solutions, and subscription/cost management.
- Automation and Infrastructure as Code: Skilled in Bicep/ARM templates to automate Azure infrastructure deployment.
Network and Security Technologies
- Network Management: Experience with Cisco Meraki, Palo Alto, Ivanti VPN, firmware updates, firewalls, TCP/UDP port management, and network troubleshooting tools (Wireshark, Fiddler, tcpdump, ping, traceroute).
- Hardware and Device Management: Familiarity with switches, wireless access points (WAPs), and mobile device management (MDM).
Server and Workstation Administration
- Server Roles and Imaging: Skilled in server roles (DHCP, DNS, print management, file server, SMTP relay) and workstation imaging (WDS).
- Maintenance and Monitoring: Proficient in firmware updates, troubleshooting, monitoring, OS upgrades, and backup management.
Cybersecurity
- Security Tools and Policies: Knowledgeable in patch management, Duo MFA, Umbrella, CIS Workbench, vulnerability scanning/mitigation, pen testing, and security awareness training.
- Incident Management and Threat Protection: Experienced in executing phishing campaigns, using Rapid7, and deploying Defender across endpoints, servers, email, identity, and cloud. Proficient in M365 Security Center and Azure security features, including conditional access policies, score, and recommendations.
Active Directory and Microsoft 365 Administration
- AD and Identity Management: Skilled in user and device management, Exchange, Endpoint Manager/Intune, Teams, compliance monitoring (Microsoft Purview), and certificate authority/SSL certificate management.
- Group Policy and Virtualization: Expertise in GPO management, Hyper-V, and Active Directory sites and services.
