The Visiting Business Analyst works in close collaboration with the Visiting Senior Director for Broadband, Visiting Director for Digital Equity, and Visiting Director for Broadband under the Associate Vice President for Economic Development and Innovation (AVP) to advance the University's mission by assisting with the development and execution of strategic initiatives for the Office of the Vice President for Economic Development and Innovation (VPEDI) and building and managing relationships across a wide range of constituents related to broadband. The Visiting Analyst will work closely with the Illinois Department of Commerce and Economic Opportunity in support of their broadband initiatives as well. This position will also work closely with the Illinois Innovation Network (IIN) and the Illinois Broadband Lab. The IIN is a system of 15 university-community-industry-based hubs throughout the state that work together to drive inclusive innovation, sustainable economic development, and equitable workforce development across Illinois. The administrative agent to the IIN is VPEDI.
DUTIES AND RESPONSIBILITIES
Assist with public research, management, and policy issues related to program budgeting, financial analysis, policy interpretation, application and planning. Prepare and monitor budgets, expenditures, and spending plans, along with forecasting future income/expenditures. Collaborate with staff as required or requested to support outreach and engagement, meetings, presentations, sponsored workshops, public research, management, and other activities. Serves as liaison to the Department of Commerce and Economic Opportunity, Office of Broadband, Illinois Innovation Network, Illinois Broadband Lab and other partners to ensure compliance with university/agency, federal, state, and sponsor regulations governing grants and contracts to align on issues related to budget, finance, invoicing, calendaring, task tracking and/or logistics. Form organizational relationships and build project specific collaborations to support the work of the IBL and the Visiting Director for Broadband, and the Visiting Director for Digital Equity as appropriate. Perform other duties as assigned or as appropriate for an Analyst.
QUALIFICATIONS
Required:
Bachelor's degree in business, urban planning, accounting, finance, public policy, or related field.
Preferred:
Master's degree in Finance, Accounting, Urban Planning, Public Policy, Project Management, or a field related to the position duties.
KNOWLEDGE AND EXPERIENCE
Required:
1. 2+ years of relevant work experience in a collaborative office setting. This could include experience in government agencies, non-profit organizations, or private sector.
2. Knowledge of business principles involved in planning, resource allocation, production methods, and coordination of resources.
3. Knowledge of project management processes. budgeting processes, and financial & task tracking.
4. Experience writing financial or program reports detailing project progress and expenditures.
5. Experience in scheduling events, programs, and activities, as well as working with a team on project related activities.
6. Proficiency in Microsoft Suite, including but not limited to Excel, Office, PowerPoint, and Word.
7. Excellent interpersonal, written, and verbal communication skills to interact and effectively collaborate with diverse stakeholders at entry and mid-level leadership, present findings, and drive strategic initiatives.
8. Ability to exercise independent judgement and discretion to make sound decisions on behalf of the Office of the Vice President for Economic Development and Innovation.
9. Excellent organizational skills and multi-tasking capabilities to meet stringent deadlines and produce accurate, detail-oriented work.
10. Ability to establish and maintain effective working relationships.
Preferred:
1. Experience with programs in broadband deployment, digital equity, internet service, or social innovation.
2. Experience in grants administration/management or sponsored project grants management.
4. Significant experience with budgeting, Excel spreadsheets, and government contracts and grants.
APPOINTMENT INFORMATION
This is a Full Time academic professional position. The expected start date is 3/16/2025. Sponsorship for Work Authorization is not available for this position.
The budgeted salary range for the position is $80,000.00 - 95,000.00. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.
