Digital Vice Presidency

The Digital Transformation Vertical Vice Presidency was established on July 1, 2024, and will guide World Bank Group efforts to establish the foundations of a digital economy, build and enhance digital and data infrastructure, ensure cybersecurity and data privacy for institutions, businesses, and citizens, and advance digital government services. Digital technologies, including AI and data, present a unique opportunity to accelerate development. The Digital Transformation Vertical has the critical mission of delivering on this development promise. The Digital Vice Presidency and its global and regional teams support client countries in building the foundational and cross-cutting elements of digital transformation through two engagement pillars, six business lines, and multiple cross-cutting areas:
Digital Core: Building digital infrastructure through broadband network, affordable devices; Enhancing data infrastructure including data centers, cloud solutions and data governance; Enabling AI and cutting-edge technology applications; and Protecting institutions, businesses, and citizens through cybersecurity, data protection & privacy, trust services as well as online safety.
Digital Use: Supporting the Regions and the Verticals of People, Prosperity, Planet, and Infrastructure in the digitalization efforts of clients through Digital Government (digital public infrastructure, digital government services, and digital literacy and training), Digital Economy (national ICT planning, ICT industry and jobs, and smart infra and industry) and Digital Society (digital school, digital health, etc.).

Both pillars will be the channels through which the Vertical will support World Bank achieving its objectives in cross-cutting areas like jobs and skills, climate and green, fragility, conflict and violence, and gender and inclusion.

Digital Safeguards Unit

This unit will develop the World Bank 's approach to digital safeguards that include:
Cybersecurity: through robust cybersecurity policies and institutions; the establishment and operation of Cybersecurity Emergency Response Teams (CERT); cybersecurity in critical/high-risk sectors.
Data Protection and Privacy: through policy guidance and governance, alongside the implementation of Privacy Enhanced Technologies.
Trust services and content safety: Technologies, practices, and processes that help establish trust, security, and reliability in digital interactions, communications, and transactions; and detect harmful user-generated and AI-generated content in applications and services.
Development of Safeguard Industries, ensuring that industries are equipped with the necessary tools for Cyber Protection, Authentication, Privacy and Content Safety.
Additionally, private partnerships are leveraged to enhance the overall cybersecurity posture and resilience of the digital safeguard institutions.

Cybersecurity Business Line (BL)
The cybersecurity BL team supports developing countries and World Bank task teams on best practice policies, strategies and approaches to build capacity to protect/enhance resilience of critical infrastructure and systems, increase cyber awareness and foster security and trust so that people, governments, and businesses access safe infrastructure, data platforms, digital technologies and thrive in today's digital landscape. This includes key workstreams on cybersecurity governance and institutions, risk management and critical infrastructure protection, incident response and preparedness, skills development and awareness raising, cyber industry development, and cross-border cyber collaboration. The cyber business line resides within the Digital Safeguards Department, which in addition to cybersecurity encompasses our work on Data Protection and Privacy.

Job Duties and Responsibilities
Developing and curating global knowledge and thought leadership on cybersecurity: Leading or contributing to cutting-edge analytical and knowledge products, research projects, and data collection efforts designed to increase global evidence and knowledge, ensuring that the Bank remains at the forefront of this development agenda globally. This includes coverage of both thematic topics as well as operational/execution approaches.
Supporting client engagement and operationalization: Provide and/or coordinate deployment of cyber policy, technical and/or operational expertise in support of a range of client engagements including technical assistance and policy dialogue, capacity building, as well as design and implementation of cyber investment or policy reform programs, typically working with the Digital Transformation country focal points (task team leaders)
Communicating and sharing knowledge: Effectively communicate the cyber business line's (BL) knowledge, thought leadership and the World Bank's engagement program on broadband to various audiences, including key internal and external stakeholders, clients, beneficiaries, general public, internal and external partners; Effectively represent the BL in national, regional, and global fora; Supporting development and execution of capacity building programs for both internal and external stakeholders
Supporting Corporate Priorities and Senior Management: Contributing to cyber related strategy development, monitoring, preparation of relevant briefing materials for senior management.
Collaboration across business lines and across institutions: Identifying synergies and fostering collaboration and connection between the cybersecurity agenda and other digital domains (cloud, AI, digital government, digital inclusion, etc.) as well as with other sectors (energy, transport, finance, education, health, etc.), and other relevant World Bank Group stakeholders such as the International Finance Corporation (IFC), Multilateral Investment Guarantee Association (MIGA) and Legal.

Selection Criteria
Master's degree in cybersecurity, economics, technology, public policy, international development, or other related field, with a minimum of 8 years of relevant experience in an operational or advisory capacity, with emphasis on engagement in developing countries, or an equivalent combination of education and experience.
Recognized expertise in the field of cybersecurity, including relevant knowledge of analytical tools and understanding of institutions, policies and regulations, and operational practices.
Solid experience and track record of results in advising Governments on cyber policy, regulation, operational practices, or project design, especially in developing countries.
Excellent client engagement skills and experience, able to understand and adapt to client needs; being balanced and politically astute.
Excellent analytical, writing and editing skills in English, including the ability to speak articulately and persuasively.
A good command of French, Spanish or Portuguese in addition to English would be an asset but not required.
Strong results orientation, persistence, patience, and positive attitude.

Required Competencies
Integrative Skills: Integrating divergent viewpoints of multiple external and internal stakeholders into a coherent project/program/strategy.
Internal and External Client Engagement: An ability to independently coordinate and engage with stakeholders from various parts of WBG, including IFC and MIGA, during the course of assisting team with operational design and implementation.
Bank Instruments, Policies, and Procedures, and Ability to Proactively Apply Them: Solid operational experience, including as a TTL/co-TTL Bank lending and non-lending products. Solid knowledge of operational policies and procedures and ability to apply them in the different context, advise teams to resolve the bottlenecks, and find pragmatic operational solutions. An ability to exercise high standards in quality assurance of documents at different stages of project cycle. An ability to review and advice country products.
Portfolio Management and Results Monitoring and Evaluation: An ability to independently monitor portfolio and pipeline and provide signals to management when the program goes off track. Preparing and leading country/GP portfolio reviews. An ability to monitor IBRD financing as well as IDA utilization. An ability to design, advice and implement results frameworks. Providing key inputs in business planning/MoU exercises.
Operational Knowledge Sharing: An ability to design and consolidate core content of operational learning programs, and deliver presentations, trainings and BBLs on various topics. Mentoring junior colleagues in all aspects of operations.
