Position Summary

Reporting to the Deputy Commissioner of Insurance and providing advice and recommendations to the Commissioner, Deputy Commissioner, and other agency leadership, this position is responsible for monitoring and analyzing emerging and relevant health policy issues, as well as developing and implementing policy initiatives related to health insurance. The position serves an important role in ongoing cooperative relations between the Office of the Commissioner of Insurance (OCI), the Governor's Office, federal and state agencies and legislative offices, other state insurance departments, the National Association of Insurance Commissioners (NAIC) and other insurance related organizations and regulatory bodies. This role involves collaboration with a variety of external stakeholders to ensure effective policy development and compliance with federal and state regulations and to support OCI's mission.

In addition, in coordination with the Division of Market Regulation & Enforcement (DMR) within OCI, this position serves as an administrator for the Wisconsin Healthcare Stability Plan (WIHSP), the individual health insurance market reinsurance program authorized under a federal waiver program.

Salary Information

Starting salary for the Policy Initiatives Advisory-Administrative will be between $45.00 - $51.85 per hour, plus great benefits. This classification is assigned to pay schedule/range 81-02. A 2-year career executive trial period may be required.

Job Details

Due to the nature of the position, OCI will conduct background checks on applicants prior to selection. OCI does not sponsor visas and is not an eligible OPT employer for those with F1 visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

This position has potential for a combination of telecommuting and in-person work after an initial training period has been completed. Some travel may be necessary, including out-of-state travel.

Qualifications

Minimally qualified candidates will have all the following:
  • Experience in policy development/implementation to support strategies and operations.
  • Experience in researching and interpreting regulations, policies, procedures, or other complex documents as it relates to health insurance
  • Experience in establishing and maintaining effective and collaborative working relationships with a diverse group of internal and external stake holders (E.g., executive leadership, federal and state agencies, other state insurance departments, the National Association of Insurance Commissioners (NAIC) and other insurance related organizations and regulatory bodies. etc.).
In addition, well-qualified applicants will have one or more of the following:
  • Experience in monitoring and analyzing emerging and relevant health policy issues.
  • Experience administrating a program, including ensuring compliance with program requirements, overseeing contracts, preparing reports, facilitating payments, etc.
  • Education or training on Wisconsin Healthcare Stability Plan (WIHSP).
