The New Mexico Department of Transportation (NMDOT) provides a safe and efficient transportation system for the traveling public while promoting economic development and preserving New Mexico's environment. The Accounting Services Bureau is responsible for collecting all departmental revenues, ensuring all financial transactions are correct, accounting for all of the agency's assets and completion of the annual financial statements and financial audit in compliance with all oversight authorities.
Why does the job exist?
This position manages the New Mexico Department of Transportation's (NMDOT) Accounting Services Bureau to ensure the accuracy and integrity of the agency's financial records and financial statements and to ensure financial compliance by serving as the department's Chief Financial Officer (CFO). This position is responsible for maximizing the receipt of all departmental federal and general revenues and ensuring the complete and accurate reporting of the department's assets. This position provides leadership on agency accounting and finance issues in compliance with State, federal and Governmental Accounting Standards Board (GASB) requirements to ensure the timely completion of the agency's financial statement audit.
How does it get done?
This position directly supervises 3 positions and indirectly supervises 5 area supervisors with 7 Accountant and Auditor positions. Position is responsible for all Accounts Receivable, Fund reconciliations, asset management, Single Audit, Bond account reconciliations and consumable inventory for the agency. This Position researches federal rules, state statutes, Governmental Accounting Standards Board pronouncements, Federal Code of Regulations (CFR) and New Mexico Administrative Code (NMAC) NM Department of Finance and Administration Models of Accounting Practices (DFA MAPS) and other authoritative sources to provide agency guidance, set accounting policy and ensure agency compliance. Position engages with external auditors and internal areas to complete the annual external audit. Position reports to the Administrative Services Director.

Ideal Candidate
The ideal candidate will have preferred experience/education in the following areas:
* Background in governmental accounting;
* Experience with financial statement preparation, asset management, and setting policy;
* Excellent problem solving and customer service skills;
* Familiar with state and federal reporting requirements
* Detail and task oriented with exceptional organizational skills; and
* The ability to handle multiple priorities and tasks from multiple requesters
Minimum Qualification
A Master's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and telephone usage. Sitting/Standing for extended periods of time and lifting up to 25 pounds. Some travel and overnight stays may be required.
