The Chief Medical Information Officer (CMIO) provides clinical leadership to advance the utilization of clinical information systems consistent with the mission of Marshall Health Network, Marshall Health, and other supported organizations. The CMIO provides leadership and guidance for the design of systems, clinical content, workflow and operational processes, quality of care, and benefits realization to support organizational transformation of care. The CMIO ensures that medical informatics concepts are integrated into information systems strategic planning, application design, and implementation tactics.

The CMIO participates as a member of IS Governance across all supported entities to represent the needs and requirements of the physician community and serves as an advocate of management in promoting the use of information technology in the clinical setting. The CMIO works in partnership with Clinician and Administrative leadership to translate clinician requirements into information system needs for clinical, teaching, and research systems. These systems must be designed to support clinicians in the delivery of patient care, in addition to training and research missions.

System Specific Duties and Responsibilities:

  • Actively supports physician engagement and alignment in the effective use of clinical IT resources.
  • Promotes the use of information technology and analytics in the clinical setting to improve safety, quality, efficiency, and adherence to regulatory guidelines.
  • Chairs clinical advisory groups and committees to provide broad-based input into the design of clinical information systems. Participates in other organizational groups and committees as needed.
  • Identifies opportunities to optimize existing applications and processes.
  • Leads and facilitates clinician engagement in the design of clinical systems to support excellence in patient care. Engages patient care providers with varying roles including physicians, nursing practitioners, physician assistants, nursing staff, ancillary department personnel, and medical records professionals to contribute to the development and use of the clinical information system. Develops empathy and understanding of physician needs and builds relationships with physicians to gain support of IS initiatives. Is highly responsive to user needs, including training, to assure widespread acceptance and provider use of the clinical systems.
  • Reviews medical informatics trends, experiences, and approaches, develops technical and application implementation strategies, and assists in the development of strategic plans for clinical information systems.
  • Works closely with physician leadership roles such as CCOs and CMOs and leads efforts to utilize information technology to support the advancement of clinical quality and safety and population health initiatives through the use of clinical information systems and analytics.
  • Supports efforts to meet requirements for HIPAA, The Joint Commission audits, meaningful use, ICD-10 and other regulatory requirements using clinical applications and analytics.
  • Supports the development of clinical information systems for the implementation of evidence-based medicine, safety practices for patients, and increased efficiency in quality patient care.
  • Identifies, establishes, and monitors appropriate value metrics and return on investment for major clinical information systems such as the EHR.
  • Participates in applicable clinical research as interest or requirements allow.


Education:
  • Board Certified MD or DO is required.
  • Board Certification in Clinical Informatics is expected to be pursued within 2 years if not already attained.


Experience
  • 5+ Years of Clinical Practice Experience.


The kind of position-related experience includes:
  • A licensed physician with recent medical practice is required. A contemporary clinician who understands major trends in healthcare, population health, and management care, and is familiar with point of care products and medical informatics trends and tools.
  • Experience with clinical informatics topics is highly desirable, including clinical decision support, evidence-based patient care, clinical workflow analysis, process redesign, quality improvement, clinical data standards, change management, and project management.
  • Strategic orientation towards the link between clinical information systems and hospital goals, including support of decision-making from both administrative and clinical perspectives. Must grasp clinical workflow in both inpatient and outpatient settings.
  • Excellent interpersonal skills with the ability to work effectively with diverse personalities. Must be approachable, show respect for others, and able to present data with effective communication and presentation skills. Must be an effective consensus builder.
  • Strong leader with a mature sense of priorities and solid practical experience who can design and implement systems within the framework of technical and political boundaries and deliver on time and within budget.
  • Can lead and make decisions in a matrix management model.
