The World Bank's Planet Vice Presidency helps countries tackle their most complex challenges in the areas of Agriculture and Food; Climate Change; Environment; Social Development; and Water.

The Planet Vice Presidency hosts an Office of the Chief Economist (GSSCE). The major functions of this Office are to support knowledge intensive activities in the Planet Vice Presidency, undertake research, promote collaboration and to liaise with the academic community. It seeks to empower teams with knowledge and information to deliver the best global advice to client countries. The Office aims to serve as a small think-tank for the Vice Presidency to ensure that investment and advisory decisions are informed by the latest rigorous evidence. The work program contains three interrelated pillars: knowledge creation and dissemination; building and maintaining capacity of staff within the Vice Presidency; and support customized needs of the Vice Presidency. To deliver on its wide mandate the Office is seeking to hire an Economist with outstanding program management, analytical and communication skills.

The Korea Green Growth Trust Fund (KGGTF), housed within the Planet Vice Presidency Chief Economist Office, is a partnership between the World Bank Group (WBG) and the Republic of Korea, established in 2013 to support client countries in transitioning to a green development path. The primary goal of the KGGTF is to scale up and strengthen the WBG's global green growth portfolio by leveraging Korea's expertise and resources to assist client countries. This includes fostering sustainable development in developing countries through practical knowledge sharing, building a robust knowledge base, and enhancing capacity to implement green growth investments effectively.

Duties and Accountabilities:

The Program Manager for the KGGTF will oversee the strategic, technical, and operational management of the trust fund. The Program Manager will be based in the Planet Vice Presidency Chief Economist Office and will perform the following key functions:

1. Strategic and Technical Management of KGGTF
Maintain strong donor relationships, ensuring effective communication and collaboration.
Develop key deliverables, including Annual Reports and Annual Progress Reviews.
Oversee the technical and strategic content of KGGTF assistance provided to World Bank clients.
Monitor global trends in green growth and identify innovative approaches to meet KGGTF objectives.
Provide regular strategic briefings to the Planet Vice Presidency Chief Economist and internal/external stakeholders.
Report to the donor on program results and strategic progress, ensuring consultation on key issues.
Ensure the quality assurance of KGGTF activities as determined by the Steering Committee.

2. Day-to-Day Program Management
Coordinate planning, staffing, and hiring processes for the program.
Provide input on strategic issues and prepare program briefs and notes.
Review and provide technical/financial feedback on KGGTF proposals and activities.
Manage application, review, and reporting processes for activities and funding allocations.
Monitor the implementation of KGGTF activities and oversee reporting requirements.
Support the development of an M&E framework in consultation with the Steering Committee.

3. Financial Monitoring
Monitor the trust fund's financial health and maintain systems to track program finances.
Collaborate with Task Team Leaders to address financial and implementation issues.
Deliver annual financial and corporate progress reports, ensuring compliance with donor requirements.
Maintain structured records of activities, finances, and progress.

4. Knowledge Curation, Management and Performance Monitoring
Guide the team on analytical issues and contribute to economic assessments as requested
Guide program performance evaluations.
Develop and implement a communications and knowledge management strategy.
Organize green growth-related capacity-building and dissemination activities, including procurement and logistics.
Design and maintain a database for KGGTF records.

5. Program Growth and Continuous Improvement
Lead efforts to scale up and improve trust fund operations by engaging stakeholders, including the donor and internal teams.
Develop new procedures, systems, and tools to support operational improvements.
Oversee the recruitment and onboarding of new team members, as needed.
Create enhanced templates, manuals, and forms to streamline operations.
Support World Bank staff in aligning KGGTF practices with WBTF policies.

6. Other Activities
Provide technical support for selected KGGTF activities.

Selection Criteria

Given the overarching goal of strengthening partnerships with the Government of Korea, the KGGTF Program Manager must have demonstrated experience and competencies in trust fund management, and building and managing external partnerships. Knowledge of the Korean context is highly desirable.
Advanced degree (PhD or master's) in a relevant field, such as infrastructure, economics, finance, or public policy.
A minimum of the equivalent of 15 years of professional work experience in development, public policies, macro-economy, public finance, and analytical work.
Deep knowledge and extensive experience in Trust Fund management. The successful candidate will need to be TF Accredited before taking up the position.
Familiarity with Government of Korea procedures and policymaking processes is essential.
Strong leadership and management skills, with the ability to work under pressure and engage diverse partners.
Strategic thinking and problem-solving abilities.
Exceptional interpersonal and diplomatic skills.
Proven capacity to develop and manage task plans and budgets.
Extensive experience in building external partnerships.
Strong client orientation and a commitment to delivering results.
Ability to work effectively in a matrix environment.
Strong written and oral communication skills in English are essential.
Strong written and oral communication skills in Korean are essential.

If the selected candidate is a current World Bank Group Staff Member with a Term appointment that expires later than the end date of this appointment, s/he will retain the duration of his/her current Term appointment.
