SUMMARY OF DUTIES & RESPONSIBILITIES
Reporting to the Manager, People and Culture, the Human Resources Advisor will play a strategic role in supporting the development and implementation of a comprehensive and inclusive People and Culture Management strategy.
Under the direction and in collaboration with the Manager of People and Culture, this position provides support and guidance to the Department of People and Culture Department and will oversee the management of a variety of employee lifecycle activities including but not limited to full cycle talent acquisition and recruitment, position management, abilities management and employee and labour relation initiatives.

SUMMARY OF DUTIES & RESPONSIBILITIES

NATURE OF POSITION:
Recruitment:
- Provides guidance and direction to HR Coordinators for employee and recruitment files, including internal needs assessments, participating in job fairs, developing service level agreements with hiring managers, posting jobs, conducting preliminary interviews, creation of interview guides, ensuring equity focused approach to recruitment, leading panel selection processes, and conducting reference checks as required. Collaborate with DEI Department as required as part of recruitment internal audit processes
- In partnership with the Human Resources Business Partner and collaborate with departmental Directors, Managers and Supervisors to understand hiring needs and oversee the end-to-end recruitment process including the development and initiation of applicable sourcing strategies such as job fairs and targeted recruitment initiatives, manage employee recruitment negotiation requirements and supports exit interview process
Abilities & Leaves Management:
- Will take a lead role in abilities management including return to work, accommodations, WSIB, STD/LTD coordination. Submitting the appropriate forms to support employee leaves. Providing guidance to employees inquiring about leave administration processes and options.
- Facilitate return to work and accommodation meetings including updating managers on progress and updating associated trackers.
- Keeping required stakeholders abreast of weekly changes (payroll/systems administrators/benefits providers etc) In partnership with the Human Resources Business Partner, escalating any complex or unique circumstances as necessary
Employee & Labour Relations:
- Build and maintain relationships with internal and external stakeholders; act as a point of contact to provide support and guidance to department leaders and staff regarding complex HR inquiries
- In collaboration with the Manager, People and Culture, make knowledgeable recommendations to proactively identify and mitigate potential HR challenges; refer complex inquiries to appropriate HR team members as appropriate
- Provide information and advice to employees and management in the administration of the collective agreement as well as applicable employee legislation, human resources policies and procedures. Ensures consistency of interpretation and application of all guidelines and directives
- Research employee and labour relations issues to support issue resolution as assigned; create case file chronologies, generate and analyze data, create reports and summaries
- Attend EERC meetings to present and provide updates to the Union Executives in order to solution concerns, review rollouts, etc
- Support the complaint and grievance process including but not limited to complain tracker, scheduling, investigating level 1 workplace investigations, attendance at level 2 workplace investigations as required, preparation of written responses and settlement agreements
- Support Grievance meetings by attending and supporting management, drafting response letters and facilitating the process with complex issues and step 2 grievances being escalated to the HRBP and Manager, People and Culture
- Attend grievance and arbitration/mediation meetings and collective bargaining sessions as directed; proactively and accurately coordinate meeting preparation, take accurate and complete minutes; track and support the completing of meeting follow-up deliverables
HRIS:
- Actively participate in various HR projects including HRIS implementation and training, conducting research and analysis, developing and revising policies/processes, and creating communication materials
- Implementation of Applicant Tracking System and Position Management Software and strategies
Compensation & Total Rewards & Recognition:
- Support the Human Resources Business Partner with the design and delivery of compensation and total rewards and recognition programs, and union and non-union job evaluation and pay equity initiatives
- Participates in the implementation and management of HR training programs and initiatives
- Supports the development and design of HR policies, programs and initiatives. Participates on project teams/task groups to support and communicate corporate Human Resources initiatives as well as to review/develop/revise/implement human resources policies and guidelines for clients.
Other Duties:
- This position will support other duties and projects as assigned to support the evolving operational needs of the department
- The HR Advisor will support and provide coverage for People & Culture colleague

QUALIFICATIONS
Education and Experience
- Successful completion of a university degree in HR, Business or related field and/ or a combination of relevant experience and education
- Certified Human Resources Professional (CHRP) designation preferred
- A minimum of four (4) years' experience in a Human Resources/People & Culture Department within a complex unionized environment, preferably within the child welfare sector
- Bilingualism in French would be considered an asset
Knowledge and Skills
- Demonstrated HR experience in the areas of recruitment and abilities management, with a strong commitment to inclusion and excellent customer service delivery
- Experience in employee and labour relations in a complex unionized environment considered an asset
- Strong organizational skills, sound judgment and attention to detail
- Efficient problem solving skills
- Exceptional communication skills, both verbal and written
- A sound understanding of legislation and regulations governing the practice of Human Resources, including but not limited to: the Employment Standards Act, the Human Rights Code, Occupational Health and Safety
- Demonstrated experience in Microsoft suite products and HR software programs and experience with Applicant Tracking Systems (ATS) and Human Resources Information Systems (HRIS)
- Bilingualism preferred
