About SkyAlyne
SkyAlyne is a team of defence, training, simulation, and aviation industry experts assembled from across Canada, working to prepare the next generation of RCAF Pilots and Aircrew as the Future Aircrew Training (FAcT) program provider for the Royal Canadian Air Force (RCAF). SkyAlyne was formed in 2018 as a partnership between CAE and KF Aerospace, two Canadian aviation, training, and defence leaders. The partnership was built to jointly answer the call for the Government of Canada's FAcT program. In 2023 SkyAlyne was named the preferred bidder, and in 2024, was officially contracted to partner with the RCAF and deliver the FAcT program. We are now building a new team to deliver the FAcT program.
The scope of the FAcT program includes all training and in-service support requirements needed to prepare Pilots, Air Combat Systems Officers, and Airborne Electronic Sensor Operators to meet the future aerospace requirements of the RCAF. The FAcT program is overseen from a Joint Management Office at SkyAlyne's Ottawa headquarters in Kanata, with three operational bases: Moose Jaw, SK, Southport, MB, and Winnipeg, MB.
In collaboration with the Government of Canada and several major Canadian subcontractors, Team SkyAlyne will provide live-flying, simulator and classroom-based training, facilities construction and management, information management and information technology support, site support services, aircraft maintenance and much more.

Job Overview
The Manager PMO (Project Management Office) is responsible for the oversight of program management process and resources in alignment with the FAcT Program to ensure the delivery of anticipated benefits. This includes the management of strategic planning, resource management, and program governance in alignment with the FAcT Programs' mission and vision. The Manager PMO oversees, and provides guidance to, all FAcT program managers, schedulers, controllers, and planners. This position will play a key role in being the strategic driver for organizational excellence, fostering inclusivity and collaboration while managing shared PMO resources across the FAcT Program and SkyAlyne Enterprise.

Duties and Responsibilities
- Define, develop, and implement the FAcT programs' management methodology, best practices, and quality standards.
- Develop and maintain FAcT program policies, procedures, templates, and other shared documentation.
- Conduct project quality audits to monitor compliance with project management standards, policies, procedures, and templates.
- Provide centralized support for managing changes in contract(s) and projects, which includes the tracking and reporting of risks.
- Develop and manage PMO resources.
- Establish and oversee an operating system to ensure integration of PMO resources in order to maintain accurate program artifacts and earned value management system.
- Develop and oversee resources that support risk and opportunity management.
- Develop and manage governance artifacts and metrics to support program execution and customer/enterprise reporting.
- Conduct day to day communication to collaborate project management activities across the FAcT program.
- Report on standardized project performance metrics/milestones on a weekly and monthly basis.
- Support the FAcT program's management of the schedule and budget at the program level.
- Support effective resource management across the program, inclusive of risk and opportunity management, schedule, and budget.
- Other duties as assigned.
Qualifications and Experience
- Project Management Professional (PMP) Certification or Project Management (Prince2) Certification.
- Bachelor's degree in business administration, a comparable post-secondary education, or a suitable mixture of education combined with an extensive business background.
- Minimum of 7 years of project and/or program management experience in a large multi-project or multi-program within a Government of Canada or aviation industry, with experience in both environments to be considered asset.
- Previous experience leading large groups of employees who are engaged in complex business and/or multi-site operations.
- Good knowledge of the organization, procedures, and policies of the Government of Canada, DND and RCAF.
- Former senior military officer, preferably with RCAF service would be an asset.
- Superior managerial and diplomatic skills.
- Excellent organizational skills and attention to detail.
- Excellent analytical, decision-making, and problem-solving skills.
- Exceptional communication skills, with proven experience building strong relationships with teams, stakeholders, external partners, and boards of directors.
- Proven negotiation skills and a demonstrated ability to lead, influence, build, motivate, and obtain consensus.
- Confident, results-oriented leader.
- Outstanding business acumen.
- Able to hold a Government of Canada Security Clearance (Secret level) and Controlled Goods Clearance.
- Eligible to work in Canada.
- Strong oral and written English capabilities.
- Fluency in French will be an asset.
