The Enterprise Architect Senior is responsible for the designing, developing, and implementing the strategic information technology architecture to support the complex business needs of our organization. The incumbent will provide technology guidance, perform technical assessments, develop road maps, establish principles and standards; collaborates with domain architects on developing solution and technical architectures across product lines while utilizing an enterprise architecture toolset. This position will proactively work with the EA Program team, IT staff, and agency employees.

This is a hybrid position requiring onsite work conducted at our TRS office in Austin, TX approximately two times a week or as required for business needs.

WHAT WILL YOU DO:

Strategy and Planning
Leads initiatives to develop, maintain, and govern the enterprise architecture across the organization.
Works on highly complex projects that require in-depth knowledge across multiple specialized architecture domains.
Provides direction, guidance, and definition of IT architecture to effectively support the business strategy.
Works with business leaders to understand business requirements and help them understand how technology tradeoffs influence strategy.
Consults with project teams to fit projects to enterprise architecture, as well as to identify when it is necessary to modify the enterprise architecture.
Defines, explains, and advocates technology strategy and value of enterprise architecture.
Develops and communicates architectural policies, standards, guidelines, and procedures.
Promotes the EA process, outcomes, and results to the organization and senior leadership.
Leads and facilitates the creation of governing principles to guide EA decision making.
Reviews and/or analyzes and develops architectural requirements as needed for the organization.
Ensures the conceptual completeness of the technical solutions.

Operational Management
Participates as a member of the Enterprise Architecture Domain Architects and Enterprise Architecture Council
Participates as an advisor to project implementation teams.
Participates in the EA technical assessment processes and ensures that the solutions, tools and components are compliant with target- state architecture models.
Participates in risk analysis research and recommends projects to mitigate findings.
Compiles and analyzes data, and prepares, presents and/or distributes routine and ad hoc reports to agency management and Board of Trustees.
Manages exceptions to architectural standards at an enterprise level.
Conducts research and evaluation of emerging technology, industry, and market trends.
Ensures recommendations are based on business relevance, appropriate timing, and deployment.
Works with senior leadership to approve allocation of budget to meet architectural initiatives critical to business/mission success.
Collaborates with project management and IT leaders to ensure architectural alignment with project goals, business and technical requirements is met.
Conducts market research and product evaluations and develops technical specifications on requests for offer (RFOs), requests for information (RFIs), and requests for proposals (RFPs) for the purchase of information systems and project management products and services.

Departmental Support
Leads or participates on special projects and committees as assigned.
Performs related work as assigned.

WHAT WILL YOU BRING

Required Education
Bachelor's degree from an accredited four-year college or university in Computer Science, Information Systems/Technology, Business Management, or closely related field.
High school diploma or equivalent and additional full-time experience in Enterprise Architecture, Solutions Architecture or Technical Architecture that includes solutions design, developing technology standards, implementing architectural frameworks, architecture design and deployment, systems lifecycle management, and infrastructure planning and operations or related experience may be substituted on an equivalent year-for-year basis.

Required Experience
Six (6) years of full-time directly related, progressively responsible experience in Information Technology or related experience.
Five (5) years of full-time directly related, progressively responsible experience in Enterprise Architecture, Solutions Architecture or Technical Architecture that includes solutions design, developing technology standards, implementing architectural frameworks, architecture design and deployment, systems lifecycle management, and infrastructure planning and operations or related experience.
Experience may be concurrent.
A master's degree or doctoral degree in a directly related field may be substituted on an equivalent year-for-year basis.

Preferred Qualifications
Experience working with enterprise architecture tools and frameworks such as ServiceNow EA/APM, Archi, and TOGAF.
Experience in digital transformation projects, application rationalization, business capability modeling and technical capability road mapping.
Experience is capturing technical project requirements and delivering assessments leading to successful project implementations.
Leadership experience in managing multiple, large, cross-functional teams or projects, and influencing senior level management and key stakeholders.
Exposure to multiple, diverse technologies and processing environments.
Knowledge of all components of holistic enterprise architecture, business re-engineering principles and processes, and basic knowledge of financial models and budgeting.
Experience creating project related RFO/RFPs including budgeting.
Information Technology Service Management Certification (ITIL)
Project Management Professional (PMP)
Scrum Master Certification (CSM)

Knowledge, Skills, and Abilities

Knowledge of:
Principles and experience in system integration, data management, software development methodologies & lifecycles, infrastructure, and security compliance and operations.
Information Technology Service Management & Agile Project Management practices.
Organizing, and coordinating work to effectively meet frequent and/or multiple deadlines.
Prioritizing and managing multiple tasks simultaneously and managing conflicting priorities and demands.

Skills in:
Highly complex problem solving and critical thinking.
Leading project teams; and organizing, directing, and motivating staff to meet project goals and objectives.
Conducting research, consolidating findings, and utilizing the knowledge gained to create or adapt processes and procedures based on best practices.
Developing sound business cases and return on investment (ROI) calculations.
Communicating complex technical information to people of varying technical backgrounds, including preparing and delivering complex planning documents, reports, presentations, proposals, and bid specifications.
Using a computer in a Windows environment with word processing, spreadsheet and other business software.
Providing quality customer service.
Experience participating in large procurement projects and developing SOW's for RFO/RFPs.

Ability to:

Work effectively in a professional team environment.
