Overview / Responsibilities

Wood currently has an opportunity available for a Health, Safety, Security and Environment (HSSE) Manager for its Western Canada Geotechnical, Environmental and Materials (GEM) testing business with offices across BC, AB, SK and MB locations. Reporting to the Regional Operations Manager and functionally to HSSE Director, the successful candidate will have the opportunity to provide support to local HSSE Advisors, Coordinators, staff and project teams in accordance with legislative, company HSSE management system and client requirements.

Key Responsibilities

The Regional HSSE Manager is responsible to provide leadership and direction for the HSSE program implementation within their region (or defined geography / operations / service line). The Regional HSSE Manager works with the operations management, HSSE Advisors and Coordinators to implement measures to reduce risk and prevent work-related injuries and illnesses, damage, security and environmental incidents. The following duties should be expected:
  • Assists Management in ensuring that Wood E&IS offices, laboratories, and projects are organized, managed and supervised to protect employee, subcontractor (when Wood has a duty), public, and client health and safety, and to protect the environment.
  • To continually improve, the Regional HSSE Manager will contribute to the development of new or revision of existing HSSE programs and procedures, focusing on any regulatory changes and compliance requirements for their regions; provides input to corporate HSSE policies, programs and procedures to comply with the country, state, provincial, and local regulatory requirements.
  • Provides training and support, and act as a technical resource for the HSSE Advisors and Coordinators, Site Safety and Health Officers (SSHO), management and employees in his/her region, HSSE training providers (i.e., First Aid/CPR, Work at Heights, Confined Space, Respirator fit test, etc.), HSSE Training records, office and project inspections.
  • Identifies hazards and assess risks pertinent to their regions and local operations, based on the applicable HSSE Risk Register, risk assessments, and project HSSE risk registers.
  • Coordinates and manages the development and implementation of office, laboratory, and project HSSE programs, practices, and procedures to manage risks, including but not limited to office safety plan, laboratory safety plan, project Health and Safety Plan, including emergency preparedness, fire prevention, and exposure prevention plans.
  • Supports Health and Safety Plan and Job Hazard Analysis / Activity Hazard Analysis preparation and/or review as qualified person for projects within their area of expertise as appointed by HSSE Director or Senior Vice President, or as required based on Wood oversight requirements.
  • Supports the emergency preparedness planning and response for facilities (i.e., local Emergency Action Plans (EAP)) and projects (i.e., Emergency Response section of project health and safety plan) within the Region, including monitoring to ensure compliance with requirements for emergency equipment annual inspections (i.e., fire extinguishers/lighting), emergency supplies (i.e., first aid, AED, eye wash, etc.), local emergency drills, pandemic (Covid19) preparedness, controls and return to workplace.
  • Conducts periodic inspections at the project sites, offices and laboratories, conducts program audits; coordinates and provides leadership on corrective action implementation.
  • Supports the use of, and reviews safety observation reporting in the Region, including verification of reasonable actions, and notifying when an escalation to the incident reporting system is required.
  • The primary regional point of contact receiving and responding to reports of incidents, including coordinating with WorkCare's Incident Intervention program (the company's medical service provider), communication of First Alerts to senior management, supporting local HSSE Advisors/Coordinators supervisors/project managers in emergency response.
  • Acting as the regional focal point for workers compensation claims reporting, modified work program coordination and claims management with the HSSE Services Specialist, People & Organization and management.
  • Supports and/or leads investigations for serious regional events of occupational injuries and illnesses, asset damage, environmental and security incidents and near misses, identifies causes, develops corrective actions, designs controls supporting incident reporting system requirements.
  • Supports management and operations in Just and Fair Culture Procedure (i.e., disciplinary action, coaching, etc.) as a result of incident investigations or other safety performance events.
  • Communicates HSSE requirements and lessons learned to Management, Team Leads, Project Managers (PM), supervisors, SSHO, HSSE Advisors Coordinators in their region.
  • Supports projects and proposals with client pre-qualification requests, HSSE reporting, committee, or other safety-related requirements, as needed.
  • Supports the HSSE Director and SVP managing client-specific requirements within third-party procurement systems (i.e., client-specific training for project visitors, client-specific monthly hours/incidents reporting within ISN, Avetta, Cognibox, etc.), as required within the Region.
  • Supports the local Fleet Contacts (Operations managers, or their delegate) and the Fleet Safety Manager including supporting local fleet driver safety requirements, training/re-training and investigations.
  • Supports the HSSE Advisors and Coordinators delivery of monthly HSSE meetings, and dissemination to all employees including remote workers and project site assignments.
  • Monitor Regional compliance with applicable HSSE legislation, regulations, and the Wood HSSE policy, program and procedures pertaining to health, safety and the environment at the office, laboratory and project, and communicate with the appropriate level of management who will intervene and seek remedies for deficiencies.
  • Supports external HSSE certification or audit requirements within the region (i.e. provincial COR Program) including leading or supporting internal/external audits, liaise with external audit/certifying associations.
  • May be assigned as an HSSE Lead to oversee and provide subject matter expertise across a region or the Sub-Business Group (i.e., CMT/Labs/Archaeology, Transportation of Dangerous Goods, Occupational Hygiene, Drilling, COR Program, etc.)


Skills / Qualifications

Skills/Qualifications:
  • Minimum 5 years Occupational Health and Safety experience.
  • Possess thorough knowledge of applicable provincial and federal occupational health and safety legislation as related to Wood's services including construction projects, laboratories and offices.
  • Appropriate training with an accredited qualification in the field of Health, Safety, Security and Environment. CRSP/CSP designation is preferred. CIH/ROH designation would be an asset.
  • COR certified auditor preferred
  • Strong organization and time management skills
  • Ability to freely access all points of a construction site in wide-ranging climates and environment
  • Ability to travel occasionally across the region, both as a result of planned audits and meetings and also for the purpose of providing emergency response or incident investigation
  • Effective/competent Microsoft Office 365 application user (e.g., Word, Excel, and PowerPoint)
