The Public Service Commission (PSC) is an independent state agency that is responsible for regulating more than 1,100 Wisconsin public utilities, which provide electric, natural gas, combined water and sewer utilities, and certain aspects of local telephone service to households and businesses throughout the state! The PSC of Wisconsin ensures safe, reliable, affordable, and environmentally responsible utility services and equitable access to telecommunications and broadband services.

This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms office in Madison, WI at least 1 day per week. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position Summary

This position serves as a primary contact for the agency's divisions in reviewing existing information systems, and developing business case analyses for proposed projects, including return on investment analyses. The position will also support divisional evaluation of required technical equipment and new information technology (IT) services. The position will assist divisions as they conduct business process re-design and re-engineering of existing information systems, help identify and develop technology solutions, anticipate budgetary and procurement impacts, consider federal requirements as applicable, and help divisions request projects.

This position will assess the effectiveness of existing information systems and evaluate the feasibility of new agency and divisional systems and provide advice and guidance on complex issues (such as application modification impacting multiple systems, budgetary restrictions, etc. The evaluation this position is charged with will focus on legacy systems and applications and determining their lifespan/if they continue to serve the agency as needed. Knowledge includes project management principles, methods and practices, development of business project plans and schedules, ability to estimate resource requirements, define milestones and deliverables, monitor activities and report accomplishments.

Salary Information

This position is in schedule-range (07-33) with an annual salary of $72,800-104,000, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

Qualified applicants will have experience with all the following:
  • Experience managing complex projects or programs that impact multiple stakeholders
  • Experience with change management methodologies
In addition to having all the above, well qualified applicants will have experience with one or more of the following:
  • Experience working with Project Management and System Development Life Cycle (SDLC) methodologies
  • Experience communicating complex or technical information to non-technical audiences.
