IFC's Vice Presidency for Corporate Support (COSVPU) integrates Budget & Business Administration, Human Resources, Communication & Outreach, Strategy & Operations Management, and Information & Technology departments under one umbrella to enable execution of IFC's strategy and address operational needs in the most effective manner.

IFC's Budget & Administration Department (CBA) includes budgeting, investment and advisory support, administration, procurement support and real estate and facilities management functions. CBA has the mandate to connect the dots across the organization and bring insight and consistency to IFC's resource management and its global real estate and procurement delivery.

IFC seeks a Manager, Resource Management based in Washington, DC, to join CBA's Leadership Team. Working closely with IFC Senior Management and the Board, the Manager will lead the construction, allocation, and monitoring of IFC's corporate budget, ensuring resource sustainability and effective financial oversight. This includes providing analytical support for budget planning and Board engagements, overseeing budget and finance systems, internal trust funds, and procurement services, and ensuring compliance with IFC policies. The role also involves close collaboration with HR on compensation-related matters and continuous monitoring of institutional central accounts.

Responsibilities
Contribute to the design and implementation of business finance policies and practices, ensuring a corporate approach to IFC resource generation, allocation and utilization.
Lead the implementation of budget reforms across IFC acting as a catalyst for improving cost efficiency and resource utilization.
Steer the preparation of IFC's business planning deliverables, working closely with senior management, ensuring integrated, aligned, and multi-year deliverables and resource plans, including all sources of revenues and expenses. This will require close collaboration with IFC's HR department.
Support IFC to drive selectivity and resource allocations.
Lead the monitoring, evaluation, and communication of IFC's budgetary performance in partnership with senior management.
Lead the review, design, implementation, and maintenance of relevant internal controls in areas of oversight and IFC in full compliance with WBG policies and relevant regulations.
Monitor the IFC institutional central accounts, including Shared Services Agreements with IBRD.
Oversee the IFC internal Trust Funds, Capital Budget, Policies and Procedures and Central Billing functions, providing effective direction to the team.
Oversee budget and finance systems' implementations and enhancements (SAP, BPC, TRS, FAMS, etc.)
Oversee the delivery of IFC's procurement services in close partnership with the WBG Corporate Procurement, ensuring appropriate fiduciary and quality controls and consistent application and interpretation of procurement policies.

People/Talent Management responsibilities
Build sustainable skills and capacity in the unit.
Lead the unit staff, including the recruitment, performance evaluation, mentoring, coaching and career development of staff.
Supervise the engagement and evaluation of technical consultants within the unit, as needed.

Resource Management responsibilities
Support client CAO's in their client-facing roles.
Ensure effective formulation of IFC's budget proposals taking direction from COSVP and senior management.
Communicate on an ongoing basis with the budget and finance network and other stakeholders on budget allocation and other priorities.

Knowledge Management responsibilities
Identify and communicate business priorities and requirements for enhanced/new processes, practices, programs and tools to other Managers within CBA.
Act as spokesperson to promote and implement resource management processes, practices, policies, programs and tools designed.
Support other units in CBA to mainstream solutions across IFC.
Work in close partnership with other members of the CBALT to solve problems.

Selection Criteria
Commitment to the WBG and IFC mission.
Advanced degree (Finance, Accounting, Business, Economics, or related field) with 12-15 years of experience in resource management, financial planning, or corporate budget roles.
Deep expertise in IFC's resource management processes, systems, and policies.
Experience in multiple resource roles (e.g., corporate budgeting, operational support) preferred.
Strong judgment and ability to balance client needs with corporate priorities.
High analytical and conceptual skills with the flexibility to address a broad range of financial and business challenges.
Proven ability to manage multiple priorities under tight deadlines.
Superior communication skills (verbal & written), including ability to convey complex financial issues succinctly.
Strong interpersonal skills, team leadership experience, and ability to work in a multicultural environment.
Track record in managing staff as a Manager or Supervisor.
Ability to influence across boundaries and collaborate effectively.
Strong business judgment and problem-solving skills with a focus on driving results.
Demonstrated integrity and ethical leadership.
