The World Bank Accountability Mechanism operates as two parallel units, the Inspection Panel (IPN) and the Dispute Resolution Service (DRS), and serves people and communities who believe that they have been, or are likely to be harmed, by a World Bank-funded project. In January 2025, the Executive Directors approved changes to the structure of the AM. The changes are aimed at enhancing the independence as well as the overall effectiveness, efficiency and functioning of the accountability process. Going forward, the IPN and the DRS will operate as two parallel units - each independently and directly reporting to the Executive Directors - while functioning as one mechanism. The approved changes led to the creation of an Executive Secretary position to support both the Head of the DRS and IPN Chair.
The Executive Secretary will be a World Bank staff position that provides support to both the Head of the DRS and IPN Chair through facilitation and coordination of administrative processes and communication services.
Duties and Responsibilities:
Under the direct supervision of both the IPN Chairperson and the Head of DRS, the Executive Secretary will carry out the following tasks:
Support the IPN Chairperson and the Head of the DRS in the budget and workforce resource planning and coordination, including on strategic priorities if requested by the IPN Chair and the Head of the DRS.
Consolidate, at the request of the IPN Chairperson and Head of DRS, the DRS and IPN annual business plans and fiscal year budgets and monitor as required.
Support the Head of the DRS and IPN Chairperson in the development of productivity and efficiency indicators. Support technical budget execution, financial forecasting, and planning for resource availability of the IPN and DRS.
Prepare on behalf of the DRS and IPN analysis on resource issues as needed.
Support Efficient Administrative Management
Support the IPN Chairperson and the Head of the DRS by facilitating HR related processes, including hiring, onboarding, performance evaluation, and awards for the staff of the Inspection Panel and the DRS.
Support the identification of opportunities to increase efficiency in internal administrative processing (e.g. contracting, payments, etc.) and resolve issues in compliance with World Bank requirements, as requested by the Head of the DRS or the IPN Chairperson.
Monitor and evaluate trends related to productivity, identifying opportunities for improvement, cost reduction, and systems enhancement as requested by the Head of the DRS and IPN Chairperson on implementation improvements.
Support the Head of the DRS and the IPN Chairperson, in managing physical infrastructure, workspace needs, and systems, as needed.
Outreach and Communication:
To enhance collaboration, knowledge sharing, communication and outreach, and branding, work closely with the Senior External Affairs Officer and the Head of the DRS and IPN Chairperson, to help coordinate and facilitate communication services.
Selection Criteria
Minimum master's degree in a relevant discipline (conflict resolution, law, human rights, international development, public policy, business, finance or other relevant discipline) with at least eight years of relevant experience required.
Demonstrated proficiency in supporting the development and delivery of outreach activities to a wide range of audiences is an advantage.
Ability to:
(a) work diplomatically within multi-cultural environments; (b) operate independently with minimal supervision and support; (c) communicate effectively with a variety of stakeholders, including senior World Bank officials, community and civil society representatives, and representatives of the borrower or its agencies; and (d) create effective working networks within and across organizations.
An excellent command of English is essential. An understanding of other languages relevant to World Bank situational contexts, is considered an advantage.
An understanding of Accountability mechanism and responsibilities.
Experience in administration, financial management, resource planning, budget development and execution.
High degree of tact and discretion in dealing with internal and external clients, staff and managers at all levels, and in handling confidential and sensitive information.
Flexibility in work hours, as needed, to accommodate the demands and pace of operations.
Personal qualities of integrity, credibility, and a commitment to the World Bank's mission
