Job Description:

SUMMARY:

The Deputy Chief Risk Officer of Enterprise Risk Management, reporting to the EVP/Chief Risk Officer (CRO), manages the administration of the Bank's Risk Governance Framework and leads the key components of the Bank's Risk Management System (RMS). The role supports the CRO to integrate risk concepts into the Bank's strategic and operational plans, provides oversight of the Bank's operational risk management program, and coordinates the Bank's regulatory exam and supervisory oversight activities with the Office of the Comptroller of Currency (OCC).

ESSENTIAL FUNCTIONS:

Manage the administration of the Bank's Risk Governance Framework:
  • Lead the ongoing management of the risk appetite of the bank, provide regular assessments, and ensure the risks are within the Bank's identified risk parameters.
  • Ongoing oversight and administration of the Bank's risk governance committees:
    • Vice Chair of the Bank's Executive Risk Committee
    • Member of the risk specific bank governance committees.
  • Collaborating with the Third Line of Defense, Internal Audit Department, on the Bank's risk assessment and due diligence activities and addressing risk management deficiencies and issues.
  • Champion of ERM throughout the Bank.


Lead the key components of the Bank's Risk Management System ("RMS"):
  • Lead the ongoing management of the risk taxonomy, risk leveling standards, risk measurement, and board and management risk reporting. Develop Board reporting with the Bank's CRO regarding:
    Overall risk to the Bank
    Significant risks, both infrequent or continuous
    Risks that are increasing or declining
    Long-term potential risks or uncertainties, and
    Key risk indicators ("KRIs").
  • Lead the Bank's process for risk assessment of key products and services.
  • Lead the Bank's process for risk due diligence on new, expanded or modified products, services, process and technology.
  • Establish the Bank's standards and manage the administration for the Bank's policy, procedure and control ("PPC") framework.


Lead the Bank's operational risk management program oversight:
  • Vice chair of the Bank's Operational Risk Committee in collaboration with the Chair, EVP/Chief Information Officer.
  • Lead operational risk reporting, including key risk indicator tracking and reporting.
  • Vendor Risk:
    • Oversee and ensure vendor management policies, standards, procedures, onboarding and due diligence support the Bank's mission and regulatory requirements.
    • Oversee the annual vendor due diligence process and ensure alignment with vendor management policies and procedures.
  • Model Risk Management:
    • Oversee and ensure model risk management policies, standards, procedures, onboarding and due diligence support the Bank's mission and regulatory requirements.


Lead the Bank's Quality Control and Credit Risk Review Programs:
  • Lead Bank's Credit Risk Review Program pursuant to OCC Bulletin 2020-50: Interagency Guidance on Credit Risk Review Systems.
  • Establish and lead the Bank's Quality Control Committee responsible for oversight of the Bank's Quality Control Program scope, execution and results.
  • Establish and lead the Bank's annual independent loan review program as part of the Bank's Credit Risk Review Program.


Coordinate the Bank's regulatory exam and supervisory oversight activities with the Office of the Comptroller of Currency ("OCC"):
  • Coordinate communications with the OCC and the Bank's activities on the OCC supervisory and targeted exams.
  • Manage the execution of the Bank's action plan to address OCC Best Practice Recommendations.
  • Manage the execution of the Bank's action plan to address OCC MRAs and violations of law, if any.
  • Coordinate the quarterly OCC supervisory meetings with Bank Leadership.


EDUCATION AND EXPERIENCE:

Bachelor's Degree required, with preference in Business, Finance, Accounting, or related field; MBA or Law Degree desired; minimum of 10 years of financial institution expertise with a focus in lending, deposits and payment systems; 7-10 years of experience in Accounting, Finance, Credit, Technology, Information Security, and/or Regulatory Compliance; or an equivalent combination of education and experience.
