Position Description
Seattle City Light, a department of the City of Seattle, is one of the nation's largest municipally owned utilities in terms of the number of customers served. Today, City Light is a recognized national leader in energy efficiency and environmental stewardship.
Seattle City Light's Engineering & Technology Operations Division (ETO) is seeking an Associate Civil Engineer to join the Structural Engineering (SE) group. The SE group performs structural and civil engineering design for many teams throughout the utility. There is a broad array of technical work the SE group performs, including structural calculations, design, analysis, inspections and other activities to ensure the safety of the City of Seattle's hydroelectric projects, electrical transmission lines, distribution infrastructure, and substation facilities. This position will report to the Structural Engineering Supervisor.

Job Responsibilities
Engineers in the Structural Engineering group perform a wide range of structural and civil engineering tasks and a wide range of abilities are regularly required. Projects assigned to the SE group run the gamut on size and type. The position will work with other engineering disciplines and work units to coordinate work efforts. Some of these units include Civil Engineering, Dam Safety, Mechanical Engineering, Electrical Engineering, Environmental Affairs, and Operations. It is anticipated that there will be a primary focus of project types for this position dependent on the group's needs and the candidate's previous experiences and desires, however, it is expected that there will be involvement in all type of projects that the group performs. Job responsibilities may include:
  • Performs civil and structural engineering work for hydroelectric plants, electric transmission, distribution, and substation facilities.
  • Serve as a project engineer on capital projects and other programs.
  • Prepare civil and structural engineering designs as project engineer, including calculations, plans, and technical specifications.
  • Prepare or review structural calculations, engineering studies, project schedules, budgets, and cost estimates.
  • Perform project coordination; prepare and/or be accountable for adherence to established project scopes, schedules and budgets.
  • Prepare construction estimates, construction feasibility reviews, budget documents.
  • Review plans, specifications, special conditions, and agreements for work done to be completed by contractors, public agencies, and City Light crews.
  • Review and check work submitted by consultants and contractors to make recommendations on its acceptability against scope, budget, and schedule.
  • Prepare and administer consultant contracts, monitor contract progress, and review invoices for approval.
  • Coordinate and review work done by contractors and utility crews.
  • Perform activities in support of construction, such as reviewing submittals, aiding in resolution of field problems, preparing change order designs.
  • Perform structural inspections and prepare field reports.
  • Prepare preliminary engineering reports, design reports or similar documents.
  • Oversee and/or prepare CAD drafting work for project designs.
  • Must be a self-starter with strong work ethic; able to achieve multiple goals for multiple clients; and demonstrate effective writing and interpersonal skills in a team environment.
  • Periodically travel to remote project sites in conjunction with project responsibilities.
  • Requires climbing ladders and steep slopes; traverse uneven and frozen terrain; and, bend, stoop, crawl, squat, and stand for long periods of time depending on the facilities you will be inspecting at various sites, both indoors and outside, including work requiring fall protection and in confined spaces. Weather conditions may be severe at times while performing job responsibilities out in the field.


Qualifications
Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:

Requiresthree years professional civil engineering experience and a bachelor's degree in Civil Engineering or Civil Engineering Technology (or a combination of education and/or training and/or experience, which provides an equivalent background required to perform the work of the class). Certification/License:
  • Current Washington State Driver's License or evidence of equivalent mobility.

Work Environment/Physical Demands:
  • Most work is performed in a normal City work/office environment.
  • Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances and work in or near construction sites.
  • May be required to lift over 50 pounds.
  • May be required to stand, walk, or bend for extended periods of time.
  • May be required to work nights, evenings, weekends, and/or holidays.
  • Overnight travel may be required.


Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:

A highly qualified candidate is expected to have some of the following:
  • Master of Science in a Civil Engineering discipline (Structural Engineering preferred);
  • Five years or more of professional structural engineering experience;
  • Civil or Structural Professional Engineering License in the State of Washington;
  • Knowledge of or ability to develop knowledge of industry standards and codes, state and federal governmental regulations, and City of Seattle policies and procedures;
  • Experience in the structural analysis and design of hydroelectric generation structures, dams, electrical transmission, overhead and underground electrical distribution, or substation structures;
  • Experience in seismic analysis and design;
  • Experience in the structural design of buildings and foundations;
  • Experience preparing engineering calculations, drawings, and reports;
  • Experience as a project engineer coordinating with multiple disciplines;
  • Experience in construction-related aspects of design, including reviewing submittals, resolving field issues, etc.;
  • Experience supporting field crews engaged in a variety of engineering construction, maintenance, and repair activities on service contracts and projects;
  • Computer modeling of overhead transmission / distribution lines and structures with PLS-CADD;
  • Computer modeling of structures with 3D analysis programs (RISA 3D, ETABS, SAP, etc.);
  • Drafting experience with AutoCAD;
  • Knowledge and proficiency in the use of computer software to assist in the preparation of reports, presentations, schedules, and similar Microsoft products; and
  • Strong oral and written communication skills.
