DESCRIPTION OF DUTIES
We are seeking an experienced, employee-centered, and data-driven training professional to lead one (1) of the signature Houston Public Works' accelerated leadership academies: Field and Administrative Supervisory Training (FAST), Leadership Employee Advancement Program (LEAP), Leadership Education Advanced Development (LEAD).

This is not an entry level position. The candidate must have a passion for process improvement, using data to inspire decision-making, and provide the best return on investment (ROI). The Staff Analyst will support the Learning and Development team and work closely with all the Service Lines to collect and analyze data using effective survey design and analytical processes. The candidate will also provide analytical, evaluative, and instructional support to guide other leadership development and learning programs. The ideal candidate has effective communication skills, a keen ability to interpret and explain complex data and concepts in easily understood terms. The candidate will leverage their strong awareness of the analytical process to promote continuous improvement, and delivery of quality learning opportunities to employees at all levels. The candidate will help create and promote a culture of learning.
The Staff Analyst responsibilities of this position include, but are not limited to:
  • Manages and trains one (1) signature Public Works Leadership Academy.
  • Conducts all levels of front-end analysis (Needs Analysis, Learner Analysis, Task Analysis) and formulate training plans and strategies for Adult-Based Learning.
  • Utilizes a systems approach to training, i.e. ADDIE model, SAM, and/or other curriculum development models.
  • Uses various levels of Bloom's taxonomy to construct learning objectives and Bloom Cognitive Domain to access higher and lower levels of learning.
  • Uses Kirkpatrick's Evaluation Model or another industry standard model to evaluate training.
  • Develops and participates in the evaluation and design of workflow and processes in various training and employee development initiatives.
  • Compiles and analyzes data, produces information, and interprets results through conclusion or recommendation formulation.
  • Develops reports, spreadsheets, special documents, or publications as assigned.
  • Handles highly confidential information.
  • Conducts department-wide and targeted training needs analysis and identifies skills or knowledge gaps.
  • Maps out annual training plans for the Learning & Professional Department and establishes a yearly training calendar with a mix of in-house, external and online training opportunities.
  • Collects, interprets and disaggregates data, and makes suggestions to leadership regarding the department's learning, development and engagement needs through surveys, focus groups, interviews etc.
  • Assists in the development and support of FAST, LEAP, and LEAD leadership academies.
  • Uses and recommends best practice and adult learning principles, and stays up to date on new training methods and techniques.
  • Assesses training effectiveness and determines the impact of training on employee skills and learning and development related KPIs.
  • Networks with internal and external training providers, vendors, and academia to include experts into leadership academies and training initiatives.
  • Gathers feedback from trainers and trainees after each educational session.
  • Crafts a strategy for showcasing employee learning achievements and shares various items with the Communication team to promote organization wide.
  • Works with the Communication team to revamp the L&D website to ensure information dealing with your academy is current and relevant.
  • All other duties as assigned by manager.

WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances.

This is a Department of Houston Public Works Emergency Management position at the Tier III Level
MINIMUM REQUIREMENTS

EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year for year basis.

EXPERIENCE REQUIREMENTSThree (3) years of professional administrative, financial or analytical experience related to the type of work being performed are required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year for year basis.

PREFERENCES

Preference shall be given to applicants with the following

  • Experience with leadership development
  • Ability to facilitate in a lead capacity and be comfortable with using good judgment to make independent decisions based upon limited information and time.
  • Experience with eLearning, online learning, and microlearning design using Articulate.
  • Experience in core training & development disciplines in adult learning, facilitation, needs assessment.
  • Exceptional verbal, written communication, and presentation skills. Use of appropriate written and verbal language and grammar; convey clear written messages in learning content that is organized and easy to follow.
  • Demonstrated ability to meet multiple demands and customer needs using a variety of methods and best practices while incorporating customer feedback.
  • Ability to work as a contributing team member adhering to our "Five to Thrive" values of Integrity, Teamwork, Ownership, Communication, and Respect.
