Description
The Human Resources department is seeking a Health and Benefits Analyst to join the Total Rewards team. The primary responsibility of this role is to support Hennepin County's health benefits programs consisting of self-insured medical, pharmacy, dental and other health and wellness related services. Reporting to the Health and Wellness Program Manager, the person in this role will support the objective of advancing the health and wellbeing of employees and their families.
Current Hennepin County employees who refer a candidate hired into an open competitive position may be eligible for a $500 referral bonus. For more information visit employee referral program.
Location and hours:
This position is remote. Remote workers may be required to come on-site 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours will be Monday through Friday, 8 a.m. - 4:30 p.m. Based on the business needs for this position, individuals must reside in Minnesota or have approval to work from a state authorized by Hennepin County as approved for out-of-state remote work. For a complete listing of allowable states, click here. Candidates must currently reside in or be willing and able to relocate to Minnesota or one of the approved states. Employees living out of state are responsible for all travel expenses when required to come on-site. Individuals who do not reside in or are not willing to relocate to one of these states will not be considered. In this position, you will:
- Provide subject matter expertise of health and health related benefit program administration. This includes answering employee questions, education, plan design, vendor management and internal and external reporting.
- Assess and communicate medical, pharmacy, dental, and vision claims experience and utilization against budget, benchmarks, and goals.
- Work with internal and external stakeholders to monitor health program reserves, projects, and initiatives.
- Be a subject matter expert of health and health related program content to share with communications to support member engagement.
- Assist in the analysis, selection, evaluation, and implementation of new lines of service with health program vendors.
- Ensure health program coverages' terms, disclosures, consents, and procedures are compliant with state and federal laws and regulations including HIPAA.
- Coordinate with benefits consultant, health program vendors, and internal operations for escalations within the assigned health and wellness related programs.
- Create Health and Wellness annual report; provide data for reports, presentations per internal and external requests; maintain monthly health and wellness program data.
- Contact programs for invoice, ACH debts inquiries, review and approval for assigned health program related vendors.
- Review and maintain historical and current health plan program and internal and external documents to ensure accurate records.
- Under the direction of Health and Wellness Manager, coordinate the submission of mandatory reporting within program content areas (ex. PCORI Form 720, CAA reporting, etc.)
- Complete necessary annual programming tasks for assigned health programs in preparation for countywide benefit open enrollment.
- Provide subject matter expertise for other areas of human resources in relation to benefits.
Need to have:
- One of the following:
- Bachelor's degree or higher in business administration, industrial relations, human resources administration, public administration, psychology or a field closely related to the position and three or more years of experience supporting health insurance programs sponsored by a large organization.
- Certificate in human resources from an approved college or university and five or more years of experience supporting health insurance programs sponsored by a large organization.
- Two years of college including 12 semester credits in the above fields and five or more years of experience supporting health insurance programs sponsored by a large organization.
- Seven or more years of experience supporting health insurance programs sponsored by a large organization.
Nice to have:
- A certificate in Employee Benefit Specialist (CEBS), Professional of Human Resources (PHR), Senior Professional in Human Resources (SPHR), or other related certifications.
- Experience:
- Working with the rules, regulations and laws enforced by federal and state agencies that apply to self-insured group health, pharmacy and dental plans, flexible spending account plans, and insured vision care plans.
- Working with employee benefits functions with an emphasis on data and evaluation impact on improving plan effectiveness.
- Working in a human resource role within a MN public sector organization.
- Knowledge of the healthcare industry, including market trends, scope of services offered by carriers, plans and other providers.
- Ability to:
- Solve complex problems and issues, using creativity, organization knowledge and independent judgment.
- Direct quantitative analysis methodologies of health care data to identify sources of claims trend, correlate to causal or related factors and develop actionable insights.
- Analyze, interpret and summarize health care information from public domain research, benchmark, partner and internal data sources.
- Lead without authority and influence others, develop strong working relationships and deliver results and or expertise in a professional manner.
