The San Bernardino County Department of Behavioral Health (DBH) invites qualified professionals to apply for the position of Behavioral Health Senior Program Manager. Incumbents report directly to a Department of Behavioral Health Deputy Director. This position will initially oversee one (1) Program Support Services program, Quality Management, but may eventually include oversight of the Workforce Education & Training (WET) Program as well. Quality Management (QM) oversees seven (7) clinical and non-clinical programs ranging from the 24/7 Call Center to audit preparation that includes compliance with contractual requirements and regulations. This position will also be responsible for the oversight of CalAIM initiatives related to the Behavioral Health Quality Improvement Program. Incumbents are responsible for the following:

The Department of Behavioral Health (DBH) is responsible for providing mental health and substance use disorder services to county residents who are experiencing major mental illness or substance abuse related issues. DBH provides mental health and substance use disorder prevention and treatment services to all age groups, with a primary emphasis on treating children/youth who may be seriously emotionally disturbed, adults who are experiencing a serious and persistent mental illness, and individuals who are experiencing substance use disorders. DBH also provides an array of outreach/engagement, prevention, and early intervention services. DBH's core values are service, integrity, accountability, and trust.

- Oversee one (1) Administrative Manager and one (1) Program Manager II / Chief Quality Management Office and their teams
- Assist in the External Quality Review (EQR) process with the entity contracted by DHCS to facilitate this activity with DBH
- Develop and implement strategic plans and projects for enhancement and expansion of the Quality Management sub-division, to better support Department needs
- Manage staff performance, providing guidance, training, and support to clinical and administrative personnel within the division
- Collaborate with other divisions within the department to ensure quality customer service, appropriate level of support for programs for department-wide efficiency and standardization, when possible
- Lead the development and training of facilitators and implementation of chart documentation training for the department's program staff and contracted providers
- Fill in for Deputy Director at high level meetings, making decisions based on good judgment and best practice
- Utilize information at the state level to proactively anticipate departmental needs
- Plan for and lead department initiatives while thinking outside the box and optimizing efficiency
