Nature Of Work
Operating under general direction, the CRA Communications and Engagement Manager is responsible for overseeing and supervising CRA Development Managers, managing public relations, and implementing strategic plans. The employee in this class is responsible for tasks of considerable difficulty involving the coordination of public relations and redevelopment efforts. Role requires strong interpersonal skills and extensive contact with government officials and public/private entities (e.g. Community Redevelopment Agency, City Council, City Administration, CRA Managers and their Community Advisory Committees). Performance is assessed through conferences, written reports, and observation of results. This is an appointed position, with the employee serving at the pleasure of the Mayor.
Examples of Duties
Supervises and guides CRA Development Managers and all Community Advisory Committees.
Assists with the implementation of Community Redevelopment Plans.
Takes a leading role in strategic planning for redevelopment initiatives.
Maintains databases and evaluates progress and publishes monthly, quarterly, and annual reports.
Represents the City, collaborating with Citizen boards, commissions, and public/private officials on city-related redevelopment issues.
Oversees agency-wide and district-specific communications and media, including related contracts and campaigns.
Actively seeks additional funding opportunities to leverage CRA incentives.
Suggests creative and innovative approaches to address redevelopment challenges.
Assists with the preparation of annual budgets; administers Tax Increment Financing (TIF).
Performs related work as required.
Knowledge, Skills & Abilities
Knowledge of: Proficiency in the Community Redevelopment Act, Chapter 163, Part III (163.330-163.463) and Robert's Rules of Order; state and municipal redevelopment principles and practices; public relations, media management, and community outreach.
Skills in: strong strategic planning and implementation; excellent communication and interpersonal skills.
Ability to: supervise and guide other development managers effectively; innovative thinking to address redevelopment challenges.
Suggested Minimum Qualifications
Bachelor's degree in business administration, urban planning, or a related field from an accredited college or university and eight (8) years of experience in a manager or supervisory role on private and/or public development projects and initiatives in an urban core setting, with demonstrated success in community building and working with diverse stakeholders.
Licenses or Certifications
Possession of a valid driver's license required.
Examination
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
Comments
During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response, or recovery activities related to the stated emergency.
