Description
Keeping Washington Clean and Evergreen
The Climate Pollution Reduction Program (CPRP) within the Department of Ecology is looking to fill two Climate Pollution Reduction Planner (Environmental Planner 4) positions. These positions are locatedin our Headquarters Office inUpon hire, you must live within a commutable distance from the duty station. These two critical environmental planner roles will be part of the Cap-and-Invest program policy team.
In these respective roles, you will guide research, analysis and outreach to help inform the agency's policy determinations related to the Cap-and-Invest offsets program and associated rulemaking, and develop legislative recommendations on Cap-and-Invest emissions-intensive trade-exposed (EITE) industrial policy.
Your primary responsibilities in this work include:
  • Facilitating and contributing to external working and/or advisory group processes.
  • Identifying and evaluating policy analyses, recommendations or options related to the development and implementation of offset protocols, or EITE policy recommendations to the legislature.
  • Developing written recommendations and proposals related to the respective Cap-and-Invest bodies of work.

Program Mission: TheClimate Pollution Reduction Program's (CPRP's) mission is to implement policies and programs to reduce carbon emissions in the state of Washington so that the state meets its statutory greenhouse gas emission limits. The CPRP focuses long term, requiring creative and strategic decision making for implementation to achieve broad statewide and interstate success reducing carbon emissions in the state of Washington so residents have a healthy environment and climate.
Please Note: These are both project position that have separate funding end dates - December 31, 2026 (EITEs) and June 30, 2027 (Offsets).
Tele-work options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. This position will be eligible to tele-work up to four days per week. Duties
Both of these Climate Pollution Reduction Planner roles are focused on directing external communication with workgroups and interested parties, including industry groups, Tribal government representatives, non-governmental organizations, and subject matter experts from other states and countries to engage with and facilitate research and examination of policy and legislative recommendations regarding two elements of Washington's Cap-and-Invest Program - the program, and In addition to developing materials and presentations to clearly explain complex technical, scientific and regulatory information so interested parties can participate in the development of rules, protocols, and policies, you'll also facilitate public meetings and listening sessions to allow for opportunities for public participation in this process.
As the Offsets Rulemaking Planner, you will:
  • Contribute to policy analysis and development related to Cap-and-Invest offset program rulemakings.
  • Research potential offset protocol revisions and make recommendations to Ecology to inform offset protocol rulemaking.
  • Examine data and develop deliverables related to offset protocol revisions, including reviews of academic literature, and identification and aggregation of forest data sources.
  • Contribute to the development of the offset project implementation processes, including development and revision of project submission forms.
  • Investigate and synthesize complex regulations, and policies related to offset project protocol, forest practices, and state, federal, or local regulations pertaining to offset project activities.
  • Assist CPRP policy planners by reviewing or preparing required rulemaking documents and gathering information on technical or regulatory requirements for rule development.


As the Emissions-Intensive Trade-Exposed (EITE) Industrial Policy Planner, you will:
  • Contribute to policy analysis and development related to Cap-and-Invest EITE policy.
  • Examine data and develop deliverables, including reviews of academic literature and industrial trade data.
  • Review and synthesize complex regulations, and policies related to EITE industrial policy.
  • Make recommendations to Cap-and-Invest Policy Leads regarding policy implementation.
  • Attend and participate in public advisory group meetings and peer discussion related to EITE industrial policy.
  • Contribute to the development of communication with communities experiencing environmental justice impacts related to EITEs, environmental justice advocacy organizations, and the Environmental Justice Council.


Qualifications
Required Qualifications:

Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify for either of the two positions.
A total of nine years of experience and/or education as described below:
  • Experience in land use, urban, regional, environmental, grant management, outreach, policy development, natural resource planning, program development, public administration, law, environmental policy, environmental justice, or a related field. Demonstrated experience in at least one of the following areas:
    • Strong analytical skills
    • Conducting research
    • Grant management
    • Analyzing or developing policies, laws, rules, or regulations
    • Project management


  • Education: involving a major study in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.

  • Experience with state legislative process and policy development.

For both Planner positions:
  • Experience facilitating working groups or public meetings.
  • Understanding of equity and environmental justice research, data, and analyses.
  • Experience working and collaborating with Tribal communities, indigenous people, communities of color, immigrant populations, or populations who are linguistically isolated, rural, or low-income.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
