1) iPRS (Integrated Policy Renewal), EPS (Earned Premium System)
2) Billing and Collection System
3) PayGo (Pay as You Go) System
4) Disability and Paid Family Leave System
5) Diaries and workload distribution System
6) Batch Transaction Reporting Modules for Brokers and Payroll agencies
1) PRS (Integrated Policy Renewal System) / EPS (Earned Premium System)
An in-house transaction processing system designed for Workers Compensation Insurance premium calculations, adhering to NYCIRB guidelines for both advance and earned premium types.
Main Modules: Declarations, Renewals, Rebills, Audits, Audit Rescind, and Audit Adjustments.
Tasks: Systems enhancements and production fixes.
2) Billing and Collection System
A web-based, in-house application for billing and collections with functionalities including cash processing, refunds, journal entries, non-payment cancellations, and policy reinstatements.
Tasks: Systems enhancements and production fixes.
3) PayGo (Pay-as-You-Go) System
A web-based online system for tracking premium payments made directly by payroll vendors for enrolled policies.
Features: Tracks payment variances against initial policy renewal estimates and generates reports for business users on various PayGo related metrics.
Tasks: Systems enhancements and production fixes.
4) Diaries and Workload Distribution System
An in-house integrated diary and workload distribution system for tracking manual underwriter reviews across various underwriting modules.
Features: Automates workload distribution based on business parameters and redistributes tasks in case of delays or heavy workloads. Integrated with underwriting modules to close diaries automatically based on completed activities.
Tasks: Systems enhancements and production fixes.
5) Batch Transaction Reporting Modules for Brokers and Payroll Agencies
A batch reporting system for tracking policies and providing daily data to brokers in .al3 format. Also supports payroll agencies enrolled in PayGo programs.
Tasks: Systems enhancements and production fixes.
Day-to-Day tasks:
The consulting resources will be responsible for planning, creating, modifying, testing, and implementing code to support any of the following activities:
Developing Oracle stored procedures, packages, and triggers to integrate in-house applications with cloud-based software.
Building batch applications using .NET and Oracle.
Creating online applications using JavaScript, .NET, and Oracle.
Developing applications with modern web development frameworks.
The consultant will ensure compliance with NYSIF's application development standards, which include, but are not limited to:
Project management methodology.
Software Development Life Cycle (SDLC).
Enterprise Architecture standards.
IT governance processes
Mandatory Qualifications:
- Systems Architect: Defines the architecture of a computerized system (i.e., a system composed of software and hardware) in order to fulfill certain requirement, including a breakdown of the system into components, the component interactions and interfaces (including with the environment, especially the user), and the technologies and resources to be used in the design.
- Expert: 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
Requested Qualifications:
- 24 months experience with Azure DevOps Server
- 84 months experience in using NYCIRB (New York Compensation Insurance Rating Board) guidelines and regulations to develop and support software to analyze and process Workers' Compensation and Disability insurance premium.
- 84 months experience in Software Development Life Cycle to generate and process CIRB Estimated Experience Ratings, Workers Compensation Insurance Policy Renewals, Rebills, and Audits.
- 84 months experience with Oracle PL/SQL utilizing Packages, Types, Objects, Triggers and Advanced Queuing.
- 60 months experience with ACORD AL3 data format and transformation for Underwriting and Claims applications.
- 60 months experience as a .Net application developer using C#, Visual Studio 2010 or newer version.
- 60 months experience in developing software systems for supporting Workers Compensation and Disability Insurance account receivables billing (using Accrual Accounting Method).
- 48 months experience with Redwood ActiveBatch job scheduling.
- 48 months experience with web browser application development using Javascript, CSS, Xslt and html.
