Description / Position Overview
Human Resources Manager - HR Solutions Center, Recruiting & HR Information Systems (HRIS)

As a Human Resources Manager, you will lead and oversee multiple teams within the City of Colorado Springs' Human Resources Department. This position is responsible for managing key HR programs and initiatives, ensuring compliance with federal and state employment regulations, and driving strategic HR solutions that align with the City's operational and workforce goals.
You will oversee and provide strategic direction for multiple areas of HR expertise, including the City's HR Customer Service team (HR Solutions Center), Recruiting, and HR Information Systems (HRIS). Strong leadership, expertise in a variety of HR functions, and a collaborative mindset are essential for success in this role. As a key member of the HR Leadership Team, you will play a critical role in shaping the City's workforce strategy and ensuring an efficient, engaged, and high-performing organization.
This Job Includes:
  • Strategic Leadership and HR Operations::
    • Lead the development and execution of HR policies, programs, and strategic initiatives.
    • Manage multiple HR teams and programs, ensuring alignment with City objectives.
    • Serve as a key advisor to leadership, providing data-driven recommendations on HR-related decisions.
    • Ensure compliance with employment laws, HR best practices, and organizational policies.
    • Develop and monitor HR-related budgets, contracts, and service agreements.
  • People Management and Team Development:
    • Supervise and mentor HR professionals across multiple disciplines, ensuring high performance and professional growth.
    • Establish clear goals, priorities, and development plans for HR staff.
    • Oversee recruitment, performance management, and succession planning efforts for direct reports.
    • Foster a positive, inclusive, and collaborative work culture.
  • Technology and Process Improvement:
    • Manage HR Information Systems (HRIS) and ensure technology is effectively leveraged to improve efficiency.
    • Drive process improvements and optimize HR workflows for enhanced service delivery
    • Analyze HR data and metrics to identify trends and make informed recommendations.
  • Stakeholder Collaboration and Communication:
    • Work closely with City leadership, department heads, and external partners to implement HR initiatives.
    • Present HR strategies and updates to the Mayor, City Council, and senior leadership teams
    • Engage with employees, community partners, and stakeholders to promote a positive workplace culture.
    • Support efforts to create an inclusive and equitable workplace.

Areas of Oversight will Include:

  • HR Information Systems (HRIS):
    • Oversee system administration, reporting, and optimization of HR technology platforms (NEOGOV, PeopleSoft HR, E-Verify, etc.).
    • Ensure HR data security, compliance, and integration with other City systems.
    • Lead HR data analysis, reporting, and dashboard development.
  • Talent Acquisition & Recruiting:
    • Develop and execute strategic recruitment plans to attract top talent.
    • Oversee workforce planning, hiring processes, and employer branding initiatives.
    • Ensure compliance with hiring policies and diversity recruitment strategies.
  • HR Solutions Center (HR Customer Service, Pre-Employment and Onboarding):
    • Supervise HR operations, onboarding/offboarding, records management, benefits administration, and compliance.
    • Ensure timely and effective HR service delivery to employees and managers.
    • Manage employee and pubiic inquiries.

Knowledge of:

Minimum Qualifications

  • Education: Bachelor's degree from an accredited college or university in public administration, business administration, or a related field
  • Experience: Five years of full-time professional experience in human resources, HRIS systems administration, recruiting, or a related field, including two years of supervisory or leadership experience
