- Leads organizational development, strategy development, business planning, and Ministry funding requests.
- Gathers and develops requirements to create and maintain a detailed project schedule and/or integrated plan.

- Leads and conducts business analysis in order to assess client's business problems/opportunities and documents the business requirements in such a way that I&IT solutions can be determined.

- Knowledge and experience with a wide range of methods, techniques, and tools for business architecture such as, but not limited to: business functional modeling, service lifecycle modeling, business event modeling, business process mapping, value chain analysis, and other related disciplines.
- Successfully completed business architectures in government settings or similar complex, multi-project/multi-client organizations.
- Knowledge and understanding of Project Management Institute's Project Management Body of Knowledge.
- Knowledge and understanding of Information Management principles, concepts, policies, and practices.
- Experience in structured, object-oriented, and agile methodologies for user requirements.
- Knowledge and understanding of Information Management principles, concepts, policies, and practices.
- Experience utilizing, managing, and understanding various software development methodologies, including Agile/Scrum and scalable minimum viable products.
- Experience with I&IT technology deployment.
- Experience leading, facilitating, and initiating large-scale technology infrastructure procurements.
- Experience in defining, planning, orchestrating, and delivering the initiative including business, operational, and information technology deliverables as needed.
- Experience in structured, object-oriented, and agile methodologies for user requirements.
- Knowledge of the Zachman Framework including business/information/application/technology/security architectures.
- Excellent communication, facilitation, negotiation, consensus building, and problem-solving skills.
- Effective stakeholder management skills.
- Experience providing executive reports, presentations, and implementation plans.
