programs, support systems and expenditures.

QUALIFICATIONS
Knowledge and Skills: Demonstrated experience leading a large organization, and interacting with multiple internal/external stakeholder groups, and communication complex ideas to audiences with varying levels of financial background or expertise. Must be able to communicate effectively with staff, parents, students and the public. Must possess skills to develop and prepare effective written communication. Must be knowledgeable of current laws and regulations relating to public school accounting; must be able to work effectively with other administrators and governmental agencies, private associations, parents and citizen groups; manage human relationships; effectively develop and manage budgets; effectively present oral and written reports.
Abilities: Ability to manage the department with varied changing demands. Exercise good judgment in prioritizing tasks and directing staff. Planning, organizing and directing others. Utilize computer software programs and hardware pertinent to area. Work independently with little direction and as a team. Communicate effectively, both orally and in writing.
Education and Experience: Must have an advanced degree from an accredited college or university. CPA certification is required. Must possess experience in budgeting and finance, leadership, and controlling expenditures and related activities. A minimum of five years of experience in business management or accounting, including at least 2 years in a supervisory capacity.

PRIMARY DUTIES AND RESPONSIBILITIES
- The CFO is responsible for planning, directing, managing, and evaluating all offices and activities under the supervision of the Office of Finance ensuring work is consistent with Board Policy and supports the overall strategy of the district.
- Ensures effective leadership, planning accountability and management of all Central Dauphin School District financial accounting operations and system investments and related resources. Ensures legal and regulatory compliance with federal, state, local and Board mandates for all accounting and financial reporting functions; establishes financial policies, procedures, controls and reporting systems.
- Oversees cash management, cost, general accounting, and accounts receivable/collection. Collaborates with staff to support schools with accounting and fiduciary responsibilities.
- Responsible for the development of annual goals and action planning for Business Services, Food Service, Student Transportation, and Risk Management.
- Prepares the annual budgets under the direction of the Superintendent and Board of Education withthe cooperation of the directors, principals, and other designated staff members, with the budget to be consistent with the educational objectives and financial resources of the school district.
- Attends meetings of the Board of Education and submits a monthly financial statement detailing the status of each appropriate item.
- Analyzes overall staffing requirements insofar as they relate to the budget.
- Works closely with other offices and departments to review fiscal data for decision making and monitoring financial activities.
- Serves as the principal advisor to the Board of Education and superintendent in matters related to all fiscal management and planning activities, including providing financial data and periodic reports to the Board of Education, the superintendent, and agencies, as needed. Oversees all aspects of payroll functions, treasury functions, financial reporting functions, grant, and accounting functions, managing the directors in each of these areas. Oversees compliance with all related laws for all areas of the Finance Division.
- Oversees all staff and functions related to the Transportation Department, including all related service contracts with District providers.
- Oversees all financial aspects of the self-funded employee health insurance fund, as well as the ongoing oversight of the benefits of the plan, claims analysis, forecast and establishment of premiums, establishment and purchase of appropriate stop-loss insurance, and all other aspects of the self-funded insurance plan.
- Responds as appropriate to correspondence and inquiries related to District finances and conducts presentations on public school finance to various organizations as needed (e.g., Chamber of Commerce Committees, parent groups, etc.).
- Plans and coordinates financial research and analysis as may be necessary or required. Provides District leadership with information to support compensation analysis, analyzes the fiscal impact of proposed compensation changes and advises leadership on financially related issues in support of compensation decisions and labor negotiations.
- Monitors and evaluates all service agreements between the district and other agencies for potential risk and financial obligation.
- Coordinates the legal evaluation of contracts and agreements as necessary.
- Assures the maintenance of contract records and compliance with their insurance, legal, and financial aspects.
- Manages and tracks all legal matters for the district, including but not limited to, law suits, due process claims, and regulatory complaints.
- Acts as the district's Right to Know Officer.
- Serves on board committees as directed.
- Serves on the Dauphin County Tax Collection Committee as representative to the school board.
- Serves on the board of the Public School Health Insurance Consortium.
- Participates with other leaders in the formulation of District policies and plans, and advises district leaders and others of the financial, procedural and related implications of programs and proposed changes in laws, rules, policies and procedures.
- Collaborates with negotiating team and labor counsel during all District Negotiations, including development of collective bargaining unit agreements and District compensation plans.
- Belong to, attend, and participate in local, state, and national professional organizations.
- Maintains high work ethic, including demonstrating highest degree of professionalism to include the appropriate work hours and attendance to ensure the responsibilities of this position are accomplished timely, accurately, and consistently.
