General Job Summary
Under the general direction of the Executive Director for Administration and the WV Science and Research Council, the Senior Director for Science Technology and Research oversees all operations and management of the Division including the supervision of employees and service outputs.

Duties and Responsibilities
Serves as the Principal Investigator (PI) and Project Director for the National Science Foundation's Established Program to Stimulate Competitive Research (EPSCoR).
Coordination and oversight of all WV EPSCoR programs
  • Management of current NSF RII Track 1 grant
  • Facilitation of new NSF RII Track 1 proposals for S&R Council
  • Service to NASA Space Grant Consortium as Board Member and grant reviewer
  • Facilitation of proposal submissions for National Science Foundation (NSF) Track 2 grants and grants to other federal agencies issuing Science, Technology, Engineering and Math (STEM) grants

Administration of state-funded grants
  • Oversight of application, review, awarding and reporting process for all grants administered through the wvresearch.org GO! Apply system
  • Annual reporting to Legislative Oversight Committee on Education Accountability (LOCEA) on Research Challenge Fund and Research Trust Fund

Creation and Implementation of the state Science & Technology Strategic Plan
  • Annual reporting to LOCEA on progress on strategic plan
  • Revision of plan every five years
  • Facilitation of plan implementation for the Science & Research Council throughout the year


Communication and outreach for STEM in WV
  • Creation and execution of public events on the importance of STEM
  • Oversight of division staff activities to promote STEM and STEM workforce development

Minimum Requirements
Doctoral degree is required. A degree in a scientific field from an accredited college or university and four years relevant work experience are required. Acceptable experience includes work as project officer, principal investigator (PI), research director or sponsored research administrator.
Management of large multi-institutional grants and partnerships preferred. Federal grant administration experience preferred.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of federal grants and contracts, especially for the National Science Foundation.
  • Collaborative skills to work with university leaders and researchers effectively.
  • Knowledge of research and STEM activities, especially at higher education institutions.
  • Decision-making and management skills, especially project management.
  • Supervisory and budget management skills and ability to develop and direct teams.
  • Analytical skills to manage complex programs and analyze complex technical information
  • Strong communication skills including writing, speaking, and those required for effective team leadership.
