The Opportunity
WSDOT is currently seeking an Assistant Region Administrator for Maintenance and Operations in the South Central Region (SCR). This position works strategically as a senior executive manager to accomplish the WSDOT mission and achieve the Department's goals in the South Central Region, which encompasses Asotin, Benton, Columbia, Franklin, Garfield, Kittitas, Walla Walla, and Yakima Counties, and a portion of King, Lewis and Whitman Counties and includes over 3080 lane miles of highway, 617 bridges, 70 state-owned traffic signal systems, 481,000 square feet of buildings, and eight safety rest areas.
This position is independently responsible to create, control, revise, and implement Region policy and direction to ensure successful and legal administration for the organization of roadway/structure maintenance and operations, facilities, equipment fleet, traffic operations, State Central Sign Shop, and stores organizations. As a member of the regional executive team this position participates in the formulation and implementation of departmental policy. This position is independently responsible to utilize a variety of advance management principles to lead, manage and integrate the work, through senior managers, to ensure the effective balance between strategic leadership and tactical actions in maintenance/operation organizations in their role to fulfill the State mission in SCR. This position is required to track, report, ensure delivery, report on organization delivery and is accountable for work as committed to the legislature. This position participates in the formulation of departmental strategic and tactical policies for maintenance and operations. This position is required to make decisions in politically sensitive areas and serve as an Appointing Authority in the region.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. What to Expect
This is a senior management-level position in a geographically large, complex Region. Among the varied range of responsibilities held within this role, you will:
- Direct and manage multiple programs.
- Manage the senior managers within the maintenance and operation programs.
- Interpret contract language, contract law, and provide dispute resolution on behalf of the agency.
- Responsible for the delivery of the South Central Region Maintenance and Operation (M&O) programs.
- Lead and manage the Region's Snow and Ice Plan development and implementation, enter into official agreements.
- Sign on behalf of the department for reimbursement from private freight haulers.
- Lead and manage regional maintenance and operation to be in compliance with the Joint Operations Policy Statement.
- Provide leadership needed in assigned areas.
- Designated Appointing Authority that approves new hires, promotions, transfers, revert, corrective actions, layoff, and disability separations, and establishment of positions.
- Make recommendations in program planning and budgeting. Advises the Regional Administrator.
- Make recommendation and approve improvements needed for transportation projects.
- Lead, coach, train, mentor, and evaluate staff.
- Work effectively with and understand the needs of government agencies, local jurisdictions, Tribes, other DOT departments, and the public.
- Provide leadership to responsible organizations in accounting policies and regulations, purchasing rules, public records management, and retention.
- Ensure all and maintenance and operation activities are coordinated with and in compliance with tribal laws, agreements, and the Washington Centennial Accords Plan.
Qualifications
To be considered for this opportunity, the following are required:
- High School Education or GED is required.
- Valid Washington State Driver's license.
- Ten (10) years of experience in development, and/or construction, and/or maintenance of complex transportation systems and at least five (5) years of leading diverse teams with multiple layers of supervisors.
- Ability to make sound judgements based on a variety of situations including time sensitive emergencies, and a diverse background in personnel management skills as the Appointing Authority.
- National Incident Management System (NIMS) Incident Command System 100, 200, 400 and 700 certifications within 6 months on the job.
