Goodhue County Health & Human Services is seeking qualified applicants for a HHS Deputy Director - Budget, Economic Assistance & Finance
Under the administrative supervision of the County Health and Human Services Director and the technical supervision of the State Department of Human Services and State Department of Health, the Deputy Director of Budget, Economic Assistance and Finance is responsible for directing, managing, and providing oversight for multiple Health and Human Services programs. This position provides vision, implementation and oversight to ensure the ongoing development of an integrated system of Health and Human Services. The Deputy Director provides highly skilled guidance and support for employee relations and development, leading program development efforts in line with promoting and implementing the mission, vision, and values of the department.
Provides high level oversight, development, and implementation for HHS programs including Income Maintenance, Child Support and Finance. Maintains in-depth knowledge of program areas through review of statute, regulation and policy, and maintains regular attendance at regional and statewide MDH and DHS meetings. Leads program development efforts in line with the GCHHS mission, vision and values.

Minimum Qualifications
Bachelor's Degree in Accounting, Finance, Business Administration or related field.
Four (4) years of professional accounting, finance, and public sector budgeting experience including three (3) years of progressive executive, supervisory or management experience in government accounting.
Or an equivalent combination of relevant education and/or experience which clearly indicates the ability to perform the essential functions of the position is required may substitute for the minimum requirements.
Compensation/Benefits
County employees receive competitive pay and a generous benefit offering. The HHS Deputy Director is compensated at salary grade 119 (full pay range $103.355- $160,201) and starting annual compensation is $ $103,355.20 - $139,526.40, depending upon qualifications.

- Supervises and participates in preparation, presentation and administration of the department and program budgets based on staffing and resource requirements, cost estimates, and objectives and goals.
- Work with HHS management team to evaluate and propose budgets to meet services, equipment and staffing needs.
- Monitor revenues and spending and approve expenditures.
- Supervises the preparation of statistical, financial and activity reports for county, state and federal authorities and ensuring all reporting is completed in a timely manner.
- Oversee HHS accounting and finance processes and operations.
- Ensure HHS financial records are accurate.
- Ensure compliance with generally accepted accounting principles, regulatory standards and legal requirements for accounting and finance.
- Serve as a liaison between HHS and external auditing firm for agency yearly financial and program audits.
- Identify and resolve complex accounting and finance issues.
- Collect financial and administrative information, analyze fiscal performance, and compile data for reports and prepare and distribute reports, charts, financial summaries, and budget reports.
