THE ROLE:

The City of Pasco is seeking an experienced Engineering Manager to lead our Engineering Division within the Public Works Department. This role is responsible for overseeing the planning, design, and implementation of municipal infrastructure projects, including transportation systems, utilities (water, sewer, stormwater, and irrigation), and treatment facilities.

ESSENTIAL RESPONSIBILITIES:
  • Provide leadership and supervision for the Public Works Engineering Division.
  • Plan, develop, and oversee capital improvement projects (CIP), transportation improvement programs (TIP), and other system preservation programs for municipal infrastructure.
  • Manage the design and construction of public works projects, utilizing city staff and external consultants as needed.
  • Ensure projects comply with local, state, and federal regulations and maintain documentation for audits.
  • Pursue and administer grant and loan funding for City programs and projects.
  • Oversee consultant agreements and manage construction administration and inspection services.
  • Prepare and present reports for City Council, stakeholders, and the community.
  • Develop and manage budgets for engineering programs, ensuring fiscal responsibility and efficiency.
  • Serve as a technical resource for City departments and provide engineering guidance as needed.
  • Respond to public inquiries, complaints, and concerns related to City engineering projects and services.

REQUIRED MINIMUM QUALIFICATIONS: (Any equivalent combination of education and experience, which provides the applicant with the knowledge, skills and abilities required to perform the job.):
  • Bachelor's degree in Civil Engineering or a related field.
  • Eight (8) years of progressively responsible engineering experience, with at least five (5) years at a professional level in project design, management, and construction contract administration in a municipal setting.
  • Three (3) years of supervisory or team lead experience.
  • Valid Washington State Driver's License.
  • Registered Professional Engineer (PE) in Washington State.

PREFERRED QUALIFICATIONS:
  • Experience in long-range planning for municipal utilities and transportation systems.
  • Knowledge of alternative project delivery methods such as design-build or public-private partnerships (P3s).
  • Strong ability to solve complex engineering challenges while balancing safety, cost, and efficiency.

COMPREHENSIVE BENEFITS PACKAGE: The City offers a full benefits package for the employee and all eligible dependents covered at low premiums including:
  • Medical at $153.70/month, dental at $11.59/month, and vision coverage at $6.54/month, all dependents covered for this low monthly premium!
  • $50,000 of basic life insurance paid for by the City and additional employee sponsored supplemental life insurance optional
  • 12 days of vacation during the 1st year of employment and 12 days of sick leave which are available for use upon accrual
  • 10 holidays, plus each employee receives 1 floating holiday each year
  • Washington State Department of Retirement Systems (DRS), which offers a guaranteed monthly benefit once vesting criteria has been met
  • In addition to DRS, employees may also contribute to a 457 Deferred Compensation Plan, that offers a pre-tax contribution of 4% from the City

  • HRA VEBA - 1% salary deferral

SAFETY/WORK CONDITIONS:

Work is primarily performed in an office environment while stationed at a desk, using a computer. Field work may include exposure to the following conditions:

ENVIRONMENT: Work performed outside in variable and a variety of conditions, including weather.

PHYSICAL: Requires the ability to negotiate the entry and exit of confined spaces to evaluate work performed.

HAZARDS: Hazardous risks include chemicals, fumes, mechanical and electrical systems
