Description

The City of Bellflower is recruiting for a Human Resources and Risk Manager to join its collaborative workforce. Under administrative direction, the Human Resources and Risk Manager plans, organizes, manages, and provides direction and oversight for all functions and activities of the Human Resources Division, including recruitment and selection, employee benefits administration, job analysis and classification, compensation, employee relations, training and development, risk management, workers' compensation, and general human resources administration; coordinates assigned activities with other City departments, officials, outside agencies, and the public; fosters cooperative working relationships among City departments and with intergovernmental and regulatory agencies and various public and private groups; provides highly responsible and complex professional assistance to the City Manager in areas of expertise; and performs related work as required.
Supervision Received and Exercised
Receives administrative direction from City Manager. Exercises general direction and supervision over professional, technical, and administrative support staff.
Class Characteristics
This is a management-level classification that oversees, directs, and participates in all activities of the Human Resources Department, including short- and long-term planning, development, and administration of departmental policies, procedures, and services. Responsibilities include performing diverse, specialized, and complex work involving significant accountability and decision-making responsibility. The incumbent organizes and oversees day-to-day human resources activities and operations and is responsible for providing professional-level support to the City Manager in a variety of areas. Successful performance of the work requires an extensive professional background as well as skill in coordinating departmental work with that of other City departments and external agencies.
Examples Of Duties

  • Assumes full management responsibility for and participates in all Human Resources Department programs, services, and activities, including recruitment and selection, employee benefits administration, job analysis and classification, compensation, employee relations, training and development, risk management, workers' compensation, occupational safety, liability claims program, and general human resources administration.
  • Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the department; establishes, within City policy and pursuant to administrative direction as appropriate, appropriate budget, service, and staffing levels.
  • Manages and participates in the development and administration of the department's annual budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary.
  • Selects, trains, motivates, and directs department personnel; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations; works with employees on performance issues; implements discipline and termination procedures; responds to staff questions and concerns.
  • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and reviews with the Assistant City Manager; directs the implementation of improvements.
  • Assists the City Manager in labor negotiations during meet-and-confer sessions with various employee organizations, including participating in developing bargaining strategies; communicates and conducts presentations for the Assistant City Manager and City Manager to the City Council on progress of negotiations.
  • Provides assistance to management, supervisors, and staff in the interpretation of personnel policies and procedures and processing of employee grievances.
  • Oversees the development of consultant requests for proposals for professional services and the advertising and bid processes; evaluates proposals and recommends project award; coordinates with legal counsel to determine City needs and requirements for contractual services; negotiates contracts and agreements and administers same after award.
  • Represents the department to other City departments, elected officials, and outside agencies; explains and interprets departmental programs, policies, and activities; negotiates and resolves significant and controversial issues.
  • Conducts a variety of departmental, organizational, and operational studies and investigations; recommends modifications to programs, policies, and procedures as appropriate.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of human resources and other services as they relate to the area of assignment.
  • Maintains and directs the maintenance of working and official departmental files.
  • Monitors changes in laws, regulations, and technology that may affect City or departmental operations; implements policy and procedural changes as required.
  • Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned by the City Manager.
  • Responds to difficult and sensitive public inquiries and complaints and assists with resolutions and alternative recommendations.
  • Performs other duties as assigned.

Education and Experience:

Graduation from an accredited four-year college or university with major coursework in human resources management, public or business administration, or a related field and five (5) years of increasingly responsible management and/or administrative experience in human resources, employee and labor relations, and risk management administration including three (3) years of supervisory experience. A Master's degree in business or public administration or a related field is preferred.
Each full time employee receives 80 hours of vacation their first year of employment increasing each year by 8 hours to a maximum accrual of 200 hours per year. Sick leave accrues for full-time employees at the rate of twelve days with pay for each calendar year of service. Twelve paid holidays are observed each year by the City of Bellflower.

Full time City employees are members of the CalPERS Retirement system. New members pay a portion of their salary towards their 2@62 retirement and Classic members pay 7% of their salary towards their 2@55 retirement. The City of Bellflower pays into Social Security. The City will match full time employee's contribution to a deferred compensation account, up to 4% of salary.

The City provides medical insurance through CalPERS, dental coverage through Delta Dental and Vision coverage through EyeMed Vision.
