The Underground Storage Tank Management (UST) Division Director directs, plans, coordinates, and administers the Underground Storage Tank (UST) Management Division within the Bureau of Land and Waste Management. The Director is responsible for the development and implementation of permitting and compliance requirements of the UST systems, coordinating compliance and inspection oversight with BRLS, and administering the site rehabilitation program for petroleum releases, and the administration of the SUPERB Account, SUPERB Financial Responsibility Fund, fees and federal grants.

Job Duties:
  • Directs all activities related to assessment, risk evaluation, and corrective action of petroleum releases to ensure effective and timely cleanup completions.
  • Administers and manages the SUPERB Account, SUPERB Financial Responsibility Fund, fees and federal grants. Includes work plan development and reporting of the state appropriations, fees, and federal grants.
  • Administers comprehensive programs to promote statewide compliance with UST system laws and regulations. This shall include, permitting, inspections, compliance, enforcement coordination, phase inspections, release determinations, fees, database management, miscellaneous assessment reviews, financial responsibility, transfers of ownership, and outreach and education.
  • Directs, reviews and oversees management of program personnel within the division. Interfaces with public, government officials, stakeholders, and consultants/contractors on matters of environmental concern related to petroleum and UST systems. Is responsible for interpretation, development and revisions of regulations. Provides support for the SUPERB Advisory Committee. Collaborates with the office of general counsel regarding program legal matters.
  • Performs other duties as assigned by the agency and bureau management.


Minimum and Additional Requirements
A master's degree in the natural or physical sciences, public health or related technical field and six (6) years of environmental experience; or a bachelor's degree in the natural or physical sciences, public health or related technical field and (7) years of environmental experience.
Additional Requirements:
  • Ability to work independently in the absence of the Assistant Bureau Chief.
  • Ability to successfully complete objectives in a timely and professional manner.
  • Excellent writing and verbal communication skills.
  • Ability to utilize Office 365 applications.
  • Experience in all facets of personnel administration.
  • Ability to manage a fast-paced environmental restoration program.
  • Ability to effectively interact with all Division Directors, Section Managers and personnel, as well as other state and federal and government staff.
  • Ability to lift 60 pounds.
  • Required to travel and represent the program and the agency as needed.
  • Must have a valid driver's license, 10-year driving record that complies with State and Agency Fleet guidelines, and the ability to drive a state vehicle.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Preferred Qualifications

  • Professional Engineer License (PE) or Professional Geologist (P.G).
  • Experience with electronic data management systems.
  • Experience with budgets and financial management.
  • Experience with permitting, compliance, and inspections.
  • Experience with assessment and cleanup of environmental media.
