The Waste Prevention and Environmental Services department is looking for a Community Stewardship Services Planner to support the , which addresses the impact of dumped and abandoned trash in public spaces by providing cleanup services. As a Community Stewardship Services Planner, you will support all aspects of the program operations and support the expansion and development of program operations including sharps collection boxes, and the You will also coordinate with program staff to plan and facilitate the program safety committee, conduct large cleanups, collect samples of dumped suspect asbestos materials and support internal and external partners responding to people living in public spaces.
In this role, you will frequently work outside of an office environment to coordinate program services across the greater Portland area from urban environments to natural areas. Field work happens in all weather conditions in environments where you may experience odors, dust, noise, bio-waste, pest infestations, uneven terrain, mud, water and overgrown vegetation. You will engage and interact with staff, government partners, community-based organizations, contractors, and people from communities who have been historically excluded to provide program services, identify dumping causes and sources, and provide service to address barriers. You will prepare written reports, operating manuals and guides, contracts and other documents describing observations and findings from research, data analysis, and stakeholder engagement. You will help improve and implement program procedures for providing cleanup services, data collection and management, safety, and strategies for preventing dumping as part of a team and under the supervision of the Community Stewardship Manager.
Metro's Waste Prevention and Environmental Services department plans and oversees the region's garbage and recycling system - working with local communities, government and industry partners to protect the environment, conserve resources, and ensure that our garbage and recycling system works for everyone. Working Conditions Duties are performed in a combination of office and outdoor environments. In office work takes place in a standard office environment and includes using a computer and other standard office equipment. This position may require frequent periods of communication, remaining stationary, bending, grasping, handling, and repetitive motions of the hands and/or wrists. It also requires visual perception and the ability to perceive sounds both in person and over the phone.
This position requires frequent travel by car across the greater Portland area. Metro provides the vehicle and personal protective equipment required for field work. Field work requires hiking through natural areas both on and off-trail while carrying up to 50 pounds. Hiking distances vary from 1,000 feet to over 1 mile. Terrain covered may be flat, steep, wet, muddy, overgrown or have other unknown hazards. Work will be performed in all weather conditions, including snow, rain and excessive heat. Field work may be dirty and requires strict adherence to safety protocols including the use of a full-face respirator and personal protective equipment.
This position requires the ability to perform a standard work schedule of Monday through Friday, generally working from 8 a.m. until 5 p.m., with some days starting or ending earlier or later as needed by field assignments or meetings. The position works under the direct supervision of the Community Stewardship Manager, and routinely works independently and in close consultation with internal teams, external organizations, government agencies, and the Office of Metro Attorney.

However, unless a candidate's qualifications justify, based on the requirements and Metro's internal equity review process, the appointment will likely be made between step 1. $76,835.20 to the equity range step 4. $ 89,024.00.
This position is not eligible for overtime and is represented by AFSCME 3580. It is classified as an Associate Solid Waste Planner classification.

As the Community Stewardship Services Planner you will
- Conduct and coordinate cleanups with internal and external partners, including scheduling site visits, managing logistics, identifying and mitigating site hazards, identifying and securing equipment, personal protective equipment and other necessary supplies, and drafting detailed documentation of cleanup activities as well as adhering to applicable state laws and agency policies.
- Build collaborative partnerships with outreach and social service agencies, community-based organizations and local agencies to provide support and resources for vulnerable populations.
- Develop relationships with cleanup crews, other Metro staff, government agencies, contracted partners, local law enforcement and other property owners to systematically coordinate and execute cleanups of dumped and abandoned trash to meet program goals and metrics.
- Coordinate cleanup response of unauthorized camps on Metro property with staff, crews, and other partners, as needed, in accordance with state laws and agency policies to ensure cleanups are conducted in a respectful, humane and trauma-informed manner, employing a service-first approach; provide training and technical assistance to internal and external partners as appropriate.
- Provide exceptional customer service with respect for all program partners. Apply harm reduction principles and trauma-informed practices when working with vulnerable populations, including formerly incarcerated individuals, people with substance use disorder, people living with mental illness and people experiencing homelessness, while prioritizing safety, trust, collaboration and self-determination.
- Collect samples of suspect asbestos containing materials found at cleanup sites in accordance with local, state and federal rules and program procedures while wearing a respirator and appropriate personal protective equipment; obtain and maintain asbestos inspector certification.
- Develop, manage and monitor program contracts and intergovernmental agreements to ensure timely and effective services, and prepare and manage procurement processes and evaluate proposals, in accordance with procurement requirements and procedures.
- Develop and execute project plans, provide project management support, manage timely deliverables, and serve as liaison between Metro partners and contractors.
- Analyze and evaluate program data and metrics, research factors impacting RID program and solid waste projects, analyze data to assess potential impacts of various policies and procedures, and develop data-supported recommendations.
- Acts as a liaison between administrative and technical staff, contractors, consultants and the public to provide and gather information, provide training and technical assistance for cleanup crews on data management tools and procedures, and support senior staff and management in the development of programs, services, policies and procedures.
- Coordinate and facilitate program safety committee meetings and develop agendas in collaboration with program staff, attend local government coordination work group meetings and represent Metro at meetings, make presentations and provide technical expertise; this may include evening and weekend meetings.
- Advance the implementation of the Regional Waste Plan and WPES DEI Plan goals and objectives, implement goals into daily operations and projects, and apply service equity focused metrics to evaluate and ensure equitable service delivery across the greater Portland area.
