ABOUT THE POSITION
The Riverside County Fire Department seeks to fill a Facilities Project Manager III position to be assigned to the Perris location. This position provides advanced technical management of a variety of complex County facility construction, alteration and repair projects and architectural-engineering studies, including space management and facilities or furnishings planning and implementation; performs construction design; assists in the administration of construction contracts; and performs other related duties as required.
The most competitive candidates will possess construction management experience, facilities project management experience with governmental agencies, and knowledge and experience utilizing AutoCAD software.
Based on the needs of the Department, the duties of this position may require the incumbent to be available on stand-by status after regular working hours, as needed.
The Facilities Project Manager III is the advanced journey level classification in the professional Facilities Project Manager series and reports to a Supervising Facilities Project Manager. Incumbents perform a variety of complex, major County facility construction projects, including new facilities and major alterations, additions, and renovations of existing facilities from development of initial conceptual, schematic drawings through the final acceptance of construction and the warranty period (exclusive of road, parks, and flood control projects). Assignments require an advanced knowledge of the principles of architectural design and facility construction; structural, electrical and mechanical engineering construction; materials used in facilities construction and Uniform Building Codes.

EXAMPLES OF ESSENTIAL DUTIES
Coordinate the development of project concepts and requirements with County department officials to ensure project design is compatible with needs; prepare project concept proposals and cost estimates.
Prepare Requests for Proposals and assist in the selection of architect-engineering (A-E) firms for designs and/or studies.
Communicate County needs and desires to A-E and construction firms; review and analyze A-E firm design/study submittals for compliance with County and engineering standards and for appropriate design applications.
Prepare recommendations relative to complex A-E firm design and material submittals; monitor construction management and inspection efforts of A-E firms.
Resolve conflicts between cost and technical constraints, legal and regulatory requirements and user needs.
Prepare and/or copy construction design documents, including specifications and drawings for building projects; conduct research and feasibility studies.
Prepare correspondence and reports as needed.
MINIMUM QUALIFICATIONS
OPTION IEducation: Graduation from an accredited college with a bachelor's degree in engineering, architecture, construction or business management, business administration, or closely related field to the assignment.
Experience: Two years of professional level engineering, construction or project management, which included one year of responsibility for budget analysis, cost estimation and the design, planning and construction of buildings and/or public facilities equivalent to a Facilities Project Manager II with the County of Riverside. (Additional qualifying experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full time experience.)
OPTION IICertificate: Possession of a Project Management Certificate.
Experience: Five years of professional level engineering, construction or project management, which included responsibility for the design, planning, cost estimation, budget analysis, and construction of buildings and/or public facilities equivalent to the Facilities Project Manager II with the County of Riverside. (Additional qualifying education in engineering, architecture, construction or business management, or a closely related field to the assignment may substitute for the required experience on the basis of one year of experience equaling 30 semester or 45 quarter units of education.)
ALL OPTIONSLicense: Possession of a valid California Driver's License.Knowledge of: The principles of architectural design and facility construction; structural, electrical and mechanical engineering construction; materials used in facilities construction; Uniform Building Codes, local, state, and federal building construction regulations, and other pertinent safety or construction requirements; building construction cost estimating and contract change order negotiations; budget preparation.
