Department Overview

The team of Electric Engineering ensure all manners of electric engineering are in place to safely enable a strategic and stable workplan for our Electric Operations partners. Our organization is accountable for program planning, financial budgeting, and project execution and delivery of all electric engineering projects.

The Transmission System Planning (TSP) department performs Interconnection studies, multi-year assessments and develops a portfolio of transmission expansion plans and projects to meet the company's transmission needs for delivery of safe and reliable electric service to our customers while adhering to North American Electric Reliability Corporation (NERC) and Western Electricity Coordinating Council (WECC) planning standards. The department is also involved in developing transmission expansion and strategy to help achieve the Company's and California's clean energy goals.

Position Summary

The Director, Electric Transmission Planning is responsible for all functions supporting the short- and long-term planning of PG&E's transmission system. The leader oversees and is accountable for the electric transmission grid assessment, including annual planning in conjunction with California Independent System Operator (CAISO) procedures and standards; regional and interregional planning; and interconnection, including studies for generation and load interconnects to the transmission system; stay abreast on state and national industry developments, influencing as needed; contribute to the development of the company's transmission strategy to enable PG&E to achieve its goals and objectives.

Reporting Relationship

The Director, Electric Transmission Planning, reports to the Sr Director, Electric Systems Planning & Reliability.

Job Responsibilities

  • Set priorities and lead the Transmission System Planning team, providing transmission planning support to internal departments. Oversees assessment, regional, and interconnection planning processes while ensuring compliance with regulatory requirements, CAISO obligations, and applicable reliability standards.
  • Promotes the future development of the Central and Northern California transmission system by maintaining relationships, monitoring developments and meeting with contacts at the following external organizations: California Independent System Operator (CAISO), Western Electricity Coordinating Council (WECC), North American Electric Reliability Corporation (NERC), Federal Energy Regulatory Commission (FERC), municipal utilities, generators, load customers, neighboring utilities, and others in industry as required.
  • Ensure timely completion and delivery of the various generation and load transmission planning interconnection studies to support safe, reliable grid operation, meet retail and wholesale customers expectations, as well as to meet CPUC, State and CAISO mandates.
  • Develop and evaluate transmission system plans to support PG&E's objectives while demonstrating compliance with NERC/WECC/CAISO Reliability Standards.
  • Represents PG&E during regulatory proceedings, contract negotiations, and necessary customer meetings.
  • Review the planning processes for studies and plans, considering regulation and rate implications.
  • Stays abreast of applicable requirements, standards, policies, and tariffs. Develop company position and participate in these as needed.
  • Responsible for expense and capital expenditures for TO rate cases and serves as the annual witness.
  • Coordinates cross-functional communication and work on transmission-related issues.
  • Reviews and approves new ideas and technologies to advance effectiveness and efficiency of the capacity program and grid expansion.
  • Presents findings and makes recommendations to officers and high-level leaders.
  • Represents the company and acts as a chair/spokesperson with other utilities, various industry boards, committees, regulatory agencies, governmental bodies, and other private organizations.
  • Develops and implements the near- and long-term investment plan for the capacity program.
  • Develops department long-term direction, operating plans, budgets and performance metrics.
  • Participates in the development of PG&E's long term transmission strategy to be the architects and owners of the Central and Northern California transmission grid to support clean energy deployment, electrification, and large loads.

Compensation

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

A reasonable salary range is:

Bay Area Minimum: $174,000

Bay Area Maximum: $296,000

Background Qualifications

Minimum
  • Bachelors Degree in Engineering or job-related discipline or equivalent experience
  • Job-related experience, 10 years


Desired
  • PE-Professional Engineer license
  • LSS-Lean Six Sigma Green Belt certification
